    General Description

    Gather and evaluate information from multiple sources to build an understanding of the business units' operational needs. Decompose high-level information into details. Combine low-level information to build a general understanding. Distinguish user requests from the underlying true need. Use the understanding gained to perform advanced technical work according to six levels of increasing responsibility, technical complexity, and pay grades. The programming tasks range from Level I writing basic automation and data transformation code, to Level VI design and programming of complex middleware. Each higher level includes all duties from the lower levels. The programmer analyst positions are part of the project-base career progression.

    Examples of Duties (Essential Functions)

    Level I
    • Organize and analyze data.
    • Debug and implement software.
    • Write programming scripts to transform data and automate tasks.
    • Use Excel formulas and functions such as VLOOKUP to compare and validate data.
    • Produce system documentation.
    • Track software issues and build a support knowledge base.
    Level II
    In addition to the tasks of a Programmer Analyst I:
    • Use dynamic programming language tools such as Javascript, TypeScript, Angular, CSS, and HTML5 to create basic data-driven web pages.
    • Create scripts for data migration tools.
    • Makes minor enhancements to existing programs.
    Level III
    In addition to the tasks of a Programmer Analyst I & II:
    • Produce basic reports using SQL Server Reporting Services, Crystal Reports, Excel and various programming languages.
    • Perform small-scale project management.
    • Convert/upgrade existing in house programs.
    Level IV
    In addition to the tasks of a Programmer Analyst I, II & III:
    • Produce complex court and financial system reports using SQL server Reporting Services and Crystal Reports.
    • Study interface control documents and map data exchanges between systems.
    • Perform medium-scale project management.
    Level V

    In addition to the tasks of a Programmer Analyst I, II, III & IV:
    • Elicit requirements using interviews, document analysis, requirements workshops, surveys, site visits, business process descriptions, use cases, business analysis, and work-flow analysis.
    • Create client-server applications, system interfaces, and secure Uls.
    • Design advanced relational databases.
    Level VI

    In addition to the tasks of a Programmer Analyst I, II, III, IV & V:
    • Develop advanced applications, smartphone apps, web services, middleware, and other interfaces.
    • Develop operational continuity plans for specific application groups or platforms.
    • Demonstrate exceptional productivity.
    • Train others.
    Typical Qualifications and Minimum Qualifications

    This position is typically posted at a level I. The teammate progresses to the next level based upon defined criteria. However, candidates may be considered for direct entry to higher levels based on education and experience.
    References to education and experience in the levels provided below means the following:
    • Education in Information Technology or closely related field when applicable.
    • Experience in programming.
    To be considered for a higher level, applicant must be able to successfully perform the essential job functions assigned to the level for the position at the time of hire.

    Verifiable, related work experience may be substituted in lieu of postsecondary educational requirements if a candidate is otherwise qualified for the position. Related work experience may not substitute for any required licensure, certification, or registration required for the position. Substitution of postsecondary educational requirements is authorized as follows:

    Level I
    • High school diploma or equivalent AND one (1) year of experience AND the ability to pass skills tests such as typing, spelling, grammar, and math within one (1) year, OR;
    • High school diploma or equivalent AND technical training AND the ability to pass skills tests such as typing, spelling, grammar, and math.
    Level II
    • Bachelor's degree AND one (1) year of experience AND the ability to pass skills tests such as typing, spelling, grammar, and math within one (1) year, OR;
    • Associate's degree AND two (2) years of experience AND the ability to pass skills tests such as typing, spelling, grammar, and math within one (1) year, OR;
    • High school diploma or equivalent AND three (3) years of experience AND the ability to pass skills tests such as typing, spelling, grammar, and math within one (1) year.
    Level III
    • Master's degree AND one (1) year of experience AND the ability to pass skills tests such as typing, spelling, grammar, and math within one (1) year, OR;
    • Bachelor's degree AND two (2) years of experience AND the ability to pass skills tests such as typing, spelling, grammar, and math within one (1) year, OR;
    • Associate's degree AND four (4) years of experience AND the ability to pass skills tests such as typing, spelling, grammar, and math within one (1) year, OR;
    • High school diploma or equivalent AND five (5) years of experience AND the ability to pass skills tests such as typing, spelling, grammar, and math within one (1) year.
    Level IV
    • Master's degree AND two (2) years of experience AND the ability to pass skills tests such as typing, spelling, grammar, and math within one (1) year, OR;
    • Bachelor's degree AND four (4) years of experience AND the ability to pass skills tests such as typing, spelling, grammar, and math within one (1) year, OR;
    • Associate's degree AND six (6) years of experience AND the ability to pass skills tests such as typing, spelling, grammar, and math within one (1) year, OR;
    • High school diploma or equivalent AND seven (7) years of experience AND the ability to pass skills tests such as typing, spelling, grammar, and math within one (1) year.
    Level V
