POSITION DUTIES
The main purpose of this position is to serve as the Director of Clinical Services (DCS) for the Talbot County Department of Health (TCHD).
The position supports the Health Officer in the leadership of TCHD in pursuit of its mission to preserve, promote, and protect the health of all Talbot County residents.
The DCS is an executive level position and reports directly to the Health Officer. The position supports the Health Officer with setting agency direction and implementing community health improvement.The DCS works with the Health Officer, Deputy Health Officer of Operations, and other members of the executive staff team to develop and operationalize the Strategic Plan, Workforce Development Plan, Continuous Quality Improvement (CQI) Plan, Community Health Assessment (CHA), and Community Health Improvement Plan (CHIP).The DCS is responsible for the direction, management, and supervision of day-to-day programmatic operations of all health and clinical programs through subordinate division directors.
The DCS provides medical oversight of clinical personnel, facilities, and services, and ensures compliance of clinical programs. The DCS also provides outpatient clinical services to health department patients in specified clinics. This position oversees the following divisions with a combined budget of $8.5 million and 75 staff.MINIMUM QUALIFICATIONS
Education:
A Doctorate degree in medicine from an accredited college or university.
Experience:
Required for certification in an area of medical specialization by an American Medical Association Specialty Board.
Additional:
Board certification in an ABMS-recognized specialty, with a preference for the following medical specialties: Family Medicine, Pediatrics, Internal Medicine, Obstetrics-Gynecology, or Preventive Medicine.
Must have or be able to obtain: Drug Enforcement Agency (DEA) registration and a Maryland State Controlled Dangerous Substances Registration (CDS).
Knowledge of public health regulations, policies, budgeting, and finance
Experience in data-driven decision making in health assessments and surveillance.
Excellent verbal, written, and computer skills.
Note:
Candidates may substitute U.S.
Armed Forces military service experience as a commissioned officer in Medical Corpsman and Physicians classifications or Nursing or Physician and Medical Services and Special Corpsman Officer specialty codes in the medicine field of work on a year-for-year basis for the required education.
