    Summary:


    Responsible for performing areas of Senior Construction Engineer duties related to operations and maintenance management, new construction / renovations and replacement / uplift of assigned trades in compliance with NC Statues and all applicable federal, state, local laws and regulations.

    Leads and directs group that includes:

    4 Maintenance Departments and 4 Departmental Supervisors
    3 Project Managers

    Responsible for the overall operations, maintenance, and upkeep of Roofing, Painting, Carpentry, and Pest Control Operations.
    Responds to Operational Emergencies related to Roofing, Painting, Carpentry and Pest Control Operations. Trouble shoot issues to determine causes and solutions.
    Develops scope and leads multiple project management teams to completion of assigned projects.
    Develops, manages, and maintains preventative maintenance schedules and procedures of all facilities for departments responsible.
    Manages various projects such as facility up fits and replacements.
    Recommends and prioritizes renovation and replacement projects under areas of responsibility.
    Monitors and reports progress on ongoing and planned projects and repair / maintenance activities.

    Participates in the design and approval process for new construction and renovation projects as well as investigation of warranty related issues.

    Reviews and approves specifications for areas of responsibility for construction and renovation projects.
    Provide staff responses to requests for data and information and other correspondence.
    Reviews and recommends changes to the existing CMS A/E Guidelines and Specifications.
    Supervises, interviews, recommends candidates for hire, trains, evaluates performance and handles disciplinary issues as required.
    Responsible for training and development, as well as performance evaluation of direct reports.
    Provides assistance to Director of concerned department in other work areas as necessary.
    Assist in the development and implementation of policies and procedures.
    Performs related duties as required

    Education and Experience:
    Minimum
    Bachelor's degree in Engineering or Engineering Technology.
    5 years' experience as Maintenance / Facility Manager and/or Engineering Manager either in private or a governmental agency.
    OR

    Fifteen (15) years of Leadership Experience and evidenced relevant accomplishment in an environment relevant to CMS may be considered in lieu of the degree requirement.

    Valid NC Driver's License.
    Master's degree in Engineering Management

    Five (5) years facilities management experience as Engineering Manager or higher with area of responsibility in excess of 1,000,000 sf of conditional spaces.


    Knowledge / Skills / Abilities:


    Knowledge of Commercial Construction and the ability to maintain the Interior and Exterior of Buildings including Roofs, Parking Lots, and any fixture attached to the interior or exterior of building.

    Knowledge of the principles and practices used in the planning, construction, operations and maintenance of buildings.
    Knowledge of materials, tools, and methods used in the operation and maintenance of buildings.
    Knowledge of capital planning process and capital construction requirements.
    Knowledge of North Carolina Public School Laws relating to construction.

    Have sense of urgency and drive to complete projects, respond to problems and establish solutions to minimize planned or unplanned disruptions to the operation of a building.

    Define work scope, estimate labor and material cost and equipment needed for a variety of renovation and maintenance projects.
    Read and interpret drawings, plans, and blueprints.
    Proficiently use Word, Excel, and Roof Management Programs.
    Select, supervise, train, and evaluate assigned staff.
    Communicate clearly and concisely, both orally and in writing.
