Title: Program Training Specialist

Classification: Exempt

Scope of Position: The Gulf Coast Program Training Specialist is responsible for designing, developing, and delivering program-specific training for EDSI team members. This role serves as a regional subject matter expert (SME) for local programs, policies, procedures, and systems. The position supports onboarding training, job-specific training, and ongoing professional development to ensure staff meet performance, compliance, and service delivery standards. The Program Training Specialist collaborates with the Learning and Development Specialist and Regional leadership to align training priorities with contractual and operational requirements.

Essential Functions

· Serve as the regional subject matter expert (SME) for assigned workforce programs (e.g., WIOA, SNAP E&T, TANF), maintaining comprehensive knowledge of program design, workflows, policies, procedures, performance metrics, and system requirements

· Demonstrated experience working directly within workforce development programs such as WIOA, SNAP E&T, TANF, or similar federally or state-funded initiatives, with the ability to interpret and apply program policies, procedures, and contractual requirements

· Design, develop, and deliver program-specific training for staff, including onboarding, refresher training, and targeted interventions aligned with operational needs

· Develop and maintain system-specific training (e.g., WIT and other required platforms), including step-by-step instructions, job aids, simulations, and scenario-based learning

· Maintain expert-level knowledge of local, state, and program-specific policies, regulations, and contractual requirements, ensuring all training content is accurate and compliant

· Monitor program changes, policy updates, audit findings, and operational trends; proactively update training materials and curricula to reflect changes

· Partner with regional leadership, program managers, and operational SMEs to identify training gaps and prioritize program development needs

· Develop training materials, including manuals, guides, e-learning modules, and presentation decks, using adult learning principles and instructional design best practices

· Facilitate in-person, virtual, and hybrid training sessions, including boot camps and capacity-support training as needed

· Evaluate training effectiveness through assessments, observations, surveys, and performance metrics; analyze results and recommend continuous improvement actions

· Maintain accurate training records, version control, and documentation to support compliance, monitoring, and audit requirements

· Manage training logistics, including scheduling, communication, attendance tracking, and reporting.

· Ensure training resources are used efficiently and aligned with organizational priorities

Required Competencies

· Program Subject Matter Expertise: Demonstrated experience working directly within workforce development or similar programs, with the ability to interpret and apply program policies, procedures, and contractual requirements

· Policy and Compliance Acumen: Proven ability to understand, apply, and train to local, state, and program-specific policies and regulations

· System Proficiency: Advanced working knowledge of program systems (e.g., WIT or comparable workforce systems) and the ability to train others on system workflows and documentation standards

· Instructional Design for Operations: Ability to design detailed, role-specific, and system-based training that translates complex program requirements into practical applications

· Training Facilitation Excellence: Demonstrated ability to lead engaging, effective training sessions for adult learners in virtual, in-person, and hybrid environments

· Change Management & Agility: Ability to rapidly adapt training content in response to program changes, policy updates, audit findings, or performance trends

· Stakeholder Collaboration: Strong ability to partner with regional leadership, program managers, and operational staff to align training with business needs

Education and Experience Requirements

· Bachelor's degree preferred

· Minimum of 3–5 years of experience in workforce development, program operations, compliance, or a related field, with direct program exposure

· Proficiency in Microsoft Office Suite and learning technologies (LMS, virtual platforms, e-learning tools).

· Strong written and verbal communication skills with the ability to translate complex information into clear, actionable training

· Excellent organizational skills with the ability to manage multiple priorities in a fast-paced environment
