    SPA's Sea Land Air (SLA) Division supports a diverse portfolio of national security government clients, including the Undersea Enterprise, the Navy Surface Community, the Navy MPTE Enterprise, the Air Force, Army, DoD Agencies, DARPA, international clients including the Canadian Navy and Australian Defence Force
    Our primary objective is to provide timely, objective and analytic assessments that integrate the policy, operational, technical, programmatic and acquisition aspects of our clients' challenges
    The Naval Surface Analysis Group (NSWAG), within SLA Division, focuses primarily on providing analytic and program support to the Surface Warfare component of the United States Navy, enabling enhanced decision-making regarding the allocation of resources to improve operational capabilities
    This support includes personnel, manpower, and training support to OPNAV N1
    SPA has a near term need for a Program Analyst (Capabilities), who will support United States Fleet Forces Command (USFFC) Distributed Maritime Operations (DMO) advancement, implementation, operation and execution
    Responsibilities Maintain and update the FWCGT database which currently consists of an Excel spreadsheet, reference library, and supporting website
    Be prepared to migrate FWCGT gap data to a more advanced software platform(s) if directed
    In conjunction with government leadership, conduct regular user outreach FWCGT briefings and demonstrations to expand utilization of the FWCGT across the capability development ecosystem
    Obtain updated and newly issued authoritative gaps statements from appropriate sources (IPCLs, Fleet IPL, joint gap statements, etc.), add these documents to the reference library, and add other identified Flag/SES-endorsed gaps to the database with mapping to appropriate FWCGT search criteria
    Periodically coordinate with USFFC Platform Officers and other SMEs to validate mapping and prioritization for gaps in the FWCGT database
    As appropriate, support efforts of other capability development organizations by providing assistance with baseline gap research
    Support the Program Analyst (Warfare) and other Program Analysts assigned to N90 in assessment and prioritization of post-event recommendations and in assessments of success in operationalizing DMO capabilities
    Prepare products for review and approval up to the Flag Officer/Senior Executive Service level
    Prepare briefs, adjudication packages and provide information to update CTS items related to the advancement of DMO

    Qualifications Required Qualifications:

    • Bachelor's degree in Engineering, Physical Sciences, Mathematics, Management Information Systems, or Business
    • Previous military experience and experience working with echelon two military commands
    Ten (10) years of experience as a future capabilities analyst supporting warfare assessment and development


    • Have a general understanding of DOTMLPF-P metrics to assess future capabilities
    Experience in strategic planning, Navy operations, policy, doctrine and systems


    • Experience adapting to a fast-paced, team-based environment and managing or leading team performance
    Experience handling multiple priorities and interruptions with minimal impact on productivity/deliverables


    • Experience with advanced naval technology products and deliverables
    Experience as Team or project leader
    Experienced public speaker and presentation skills


    • DoD Secret clearance or higher, and the ability to maintain it throughout employment
