Summary
The Clinical Contact Center (CCC) Tele-Emergency Care (Tele-EC) Nurse Manager (NM) is the designated first-line supervisory authority and is responsible for the supervisory/managerial direction of nursing staff and for the nursing operations of the Tele-EC program.
The Tele-EC NM assists the Veterans Integrated Services Network (VISN) VA Health Connect Chief Nurse with administrative and clinical functions targeted to promote comprehensive care services for the Veteran.

Duties
The Tele-EC NM Functions as a clinical expert and is responsible and accountable for all elements of the nursing process when providing or supervising direct patient care.
Assumes responsibility for the coordination of care focused on patient education, self-management, and customer satisfaction throughout the continuum of care.
They demonstrate sound decision-making and judgment and possess excellent interpersonal skills.They are self-directed and influence care outcomes by collaborating with members of the interdisciplinary team and leading innovative process improvement initiatives.
Executes position responsibilities that demonstrate leadership, experience, and creative approaches to management of complex client care.
The incumbent is required to provide critical medical, technical and program support necessary to sustain efficient telehealth emergency care operations for the VISN Tele-Emergency Care Program.
The incumbent is responsible for collaborating with services internal and external to the VA to facilitate care transition in order to effectively meet the patients' needs.
The incumbent demonstrates leadership by serving as an advocate for patients, leading staff and collaborating with colleagues to enhance professional nurse practice, minimize fragmentation in healthcare delivery, and optimize patient outcomes in a cost effective manner.
The Tele-EC NM is a "Subject Matter Expert" in Emergency Care Nursing with an "enormous background of emergency medicine experience, who has an intuitive grasp of each situation and zeroes in on the accurate region of the problem without wasteful consideration of a large range of unfruitful, alternative diagnoses and solutions (Benner)." This position is responsible for documented outcomes at a VISN Program Level.
The Tele-EC NM demonstrates leadership that is substantial regardless of role, incorporates professional nursing standards of care, and implements broad reaching evidence-based change.
This position requires proficiency of the nurse to perform clinical triage and the ability to effectively coordinate, develop, implement, and sustain the education and training of staff.
The Tele-EC NM is self-directed in goal setting in complex situations and manages competing priorities while providing quality nursing care to a complex patient population through the care continuum.
The Tele-EC NM is responsible and accountable for 24/7 operations of the VISN-based program, or the hours assigned, ensuring that nursing personnel provide timely nursing care which complies with accepted standards of clinical practice.
They influence care outcomes by collaborating with members of the interdisciplinary team to remove barriers and implement new evidence-based cutting-edge programs/processes.
The Tele-EC NM engages in professional organizations to enhance leadership and career growth. They adhere to ethical principles in decision-making, fostering accountability at personal, organizational, and staff levels. They equip staff with tools for culturally competent care and promotes a culture of accountability for high-quality, cost-effective outcomes.
The Tele-EC NM contributes to the development of care delivery models and environmental design, ensuring evidence-based, accessible, affordable, and equitable patient care.

Candidates who otherwise meet the basic education requirements, but do not possess the required licensure, may be appointed at the entry step of the grade and level applicable to the completed nursing education as a GNT on a 120-day temporary appointment while actively pursuing licensure (may be extended up to two years on a case-by-case-basis.)
NOTE:
Grandfathering Provision - All persons currently employed in VHA in 0610 series and performing the duties as described in the qualification standard on the effective date of the standard (1/29/2024) are considered to have met all qualification requirements for the grade held including positive education and licensure/certification.

The following Scope, Education and Dimension criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade.

A BSN with 2 years of professional nursing equivalent to Nurse I, Level 3; OR an MSN with one year of specialized nursing experience equivalent to Nurse I, Level 3; OR a Master's degree in a *related field with a BSN and one year of specialized nursing experience equivalent to Nurse I, Level 3; OR a Doctoral degree in Nursing with no professional nursing experience; OR a Doctoral degree in a *related field with a BSN with no additional professional nursing experience.
Nurse III Executes position responsibilities that demonstrate leadership, experience and creative approaches to management of complex client care beyond the immediate practice setting.
MSN and 2 years of specialized nursing experience, one of which is equivalent to Nurse II and meets all dimension requirements for Nurse III; OR a Master's degree in *related field with BSN and two years of specialized nursing experience, one of which is equivalent to Nurse II and meets all dimension requirements for Nurse III; OR a Doctoral degree in Nursing with and one year of specialized nursing experience equivalent to Nurse II and meets all dimension requirements for Nurse III; OR a Doctoral degree in a *related field with a BSN and one year of specialized nursing experience equivalent to Nurse II and meets all dimension requirements for Nurse III.
*Note:Foreign education programs/degrees are not creditable as related degrees.
