    The Director IT Application Development will lead, plan, develop, implement, and maintenance systems for all divisions within the company.

    They will participate in creating effective and practical systems development policies, procedures, standards and methodologies that guide application systems development and ensure that proper security approaches and policies are incorporated in application system design.

    Incumbent will establish and maintain a staff and oversee all staff development activities for individuals who are involved in providing the foregoing services.

    This position also seeks out and reviews developments in the Information Industry.

    Evaluates, acquires, tests and deploys advanced technologies thereby ensuring that BCBSKS application systems and development tools and techniques keep pace with, and incorporate emerging hardware and software technologies where practical and economical.


    • This position is eligible to work hybrid (9 or more days a month onsite) in accordance with our Telecommuting Policy. Applicants must reside in Kansas or Missouri or be willing to relocate as a condition of employment.

    What you'll do

    Oversee the support and development process to meet objectives as specified by the Executive team and Vice President of the Information Technology and Services division.

    Review efforts of this department to ensure compliance with adopted standards and methodologies. Seek approaches to enhance compliance. Ensure that proper project management, development methodologies and corporate privacy standards are enforced in the department.
    Work with IT&S leadership to ensure that all security processes, procedures and standards are strictly adhered to.
    Establish and maintain the systems development metrics program for the department.

    Identifies alternative service sourcing and implements the mix of strategies that best serves the organization's short and long-term business strategies.

    Conducts ongoing planning sessions with client areas supported and respective IT support teams.

    The incumbent is responsible for working with internal BCBSKS Information Technology and Services clients to identify and implement meaningful service metrics that enable the division to monitor and control systems development.

    Responsible for building and controlling an annual department budget
    Establish and maintain mutually supportive working relationships with key management staff in all operating divisions of BCBSKS and AICK.
    What you need
    High school diploma or equivalent required. A bachelor's degree with emphasis in Computer Science, Business Administration, Economics or Accounting is preferred.
    Ten (10) years of experience in Information Technology; five of those years must be in a

    management/leadership

    role.

    The incumbent must demonstrate well-developed human relations, consensus building, communications, organization, analytical and problem-solving skills.

    Basic knowledge of the health care financing and delivery industry, organization policies and procedures and operations of the divisions he or she supports.

    The incumbent must display a basic knowledge of the appropriate considerations included in negotiating outsourcing services and vendor supplied contractor services and software contracts.

    The incumbent must possess comprehensive knowledge of:

    Capabilities and limitations of alternative development platforms.
    Distributed and monolithic software architectures.
    Systems development methodologies.
    Programming languages.
    Data base concepts and facilities.
    Telecommunication concepts and facilities.
    Strategic and tactical planning techniques.
    Project management principles and techniques.
    Conflict resolution techniques.
    Alternative systems design concepts applicable to a multi-platform, multi-vendor hardware/software environment.
    Risk management and mitigation concepts and techniques.
