    Description

    The roles of the National Institute of Standards and Technology (NIST) under the CHIPS Act are as financial stewards of the CHIPS Incentives Program and as scientific leaders for the CHIPS Research and Development Program. In executing these programs, the CHIPS team is required to meet aggressive deadlines to issue funding announcements, set application deadlines, and issue decisions on awards, with varying timelines associated with various programs. NIST requires an integrated approach for program administration across the grants and projects lifecycle, including consistent processes, program management and on-going support.

    • Support ongoing Davis-Bacon and other Related Acts compliance needs, including both proactive awardee review of grantee adherence to Davis-Bacon and Related Acts requirements and addressing potential complaints or violations.
    • Review contractual language, certified payroll documentation, and overall awardee policies and procedures related to Davis-Bacon Act implementation and compliance.
    • Support development of technical assistance documentation and guidance for the purposes of awardee adherence to Davis-Bacon requirements.
    • Engagement with other federal government Department representatives on compliance requirements, enforcement policies, best practices, and tools.

    Qualifications:

    • Experience with direct oversight and/or compliance with the Davis-Bacon Act, including familiarity with certified payroll requirements and systems, Davis-Bacon contractual terms, and policies and procedures necessary for effective Davis-Bacon oversight.
    • Minimum of five (5) years relevant experience

    The physical demands described herein are representative of those which must be met by an employee to successfully perform the essential functions of the job. Employees must possess the ability to work in an office environment. Employees must possess the ability to work in a standard office or conference room setting and use standard office equipment, including a computer.

    To visit other company sites, employees must be able to operate a motor vehicle and fly in an aircraft, both of which may require sitting for prolonged periods of time. Employees must possess vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. Standing in work areas and walking between work areas will be required. This position requires an employee to occasionally bend, stoop, kneel, crouch, crawl, climb or balance; reach, push, and pull drawers and doors open and closed. The employee must occasionally lift and/or move up to 20 pounds.
