    Job Description

    This project is to complete phased work developing an external customer application submission portal to process loan applications. This external portal and the associated internal business process from the legacy system have already been migrated from the legacy system. The scope of work is to develop, maintain, & implement the submission portal with robust, scalable underwriting workflow and robust/scalable/real-time RESTFUL API user interface with downstream business applications so users/customers have transparency about the status of the application as it flows thru the approval process. The workflow needs to guide the application through proper channels for rendering the final decision based on the approved workflow design. The downstream business applications that the portal will need to integrate with are the client's Oracle Federal Financials system, an Informatica MDM COTS product, an external customer-facing system, a Data Warehouse and Business Intelligence solution, a Documentum Content Management Repository, Salesforce, DocuSign technology, and one external system: The scope also includes:

    • Executing a full-scale data migration from the legacy system into the new database, then retiring the legacy system.
    • Enhance current Microservices and RESTFUL Interface architecture based upon Spring Boot Framework and Angualr. (Enhance system cybersecurity posture & meet Zero Trust Architecture Framework requirements to achieve ATO approval prior to go-live in Production).
    • Develop and maintain a secured Microservices framework, which will encapsulate all business processes.
    • Develop a flexible, scalable, and robust system architecture.
    • Conduct full-scale system functional and integration testing, UAT.
    • Develop 508 compliant training materials.
    • Hold iterative training sessions to train internal business users, external customers, and the OM&E Production support team.

    Responsibilities

    • Adhere to industry standard Agile Project Management and development framework.
    • Act as a liaison between technical teams, business teams, database teams, infrastructure teams, and security teams.
    • Support transition-in activities.
    • Support the PM with Sprint planning activities, Sprint objectives, and daily scrum sessions.
    • Design a flexible, scalable, and robust system architecture.
    • Enhance current MicroServices and RESTFUL Interface architecture based upon Sprint Boot framework and Angular.
    • Develop application architecture based upon Containerization/Kubernetes/Docker solution to support client's Cloud migration strategy, and solution must be ready to support lift/shift deployment task to Cloud.
    • Design robust RESTFUL API interface with applications listed in the project description, creating or updating architectural design documents
    • The application architecture shall decouple the database layer from the business layer to provide flexibility for future database changes.
    • The application architecture shall provide flexibility to support consistent UI/UX design for future IT modernization efforts.
    • Able to design architectural enhancements to the current external customer-facing loan submission portal and implement an internal workflow process and database structure to store the loan data.
    • Ensure loan applications submitted by one external customer cannot be viewed/accessed by another.
    • Support the development of a Production cutover plan.
    • Evaluate system architecture and make recommendations as required.
