    Job Responsibilities

    Serves as the Cooperative Agreements Grants Accountant for the South Carolina Military Department. Ensures the proper request, execution, tracking, and accounting of funding provided by National Guard Bureau and other sources through grants, Cooperative Agreements, and other grant or agreements as assigned. Ensures the State of South Carolina is reimbursed for all allowable costs incurred during the execution of the Cooperative Agreements or other grants or agreements. Assists Cooperative Agreement Program Managers and Budget Analysts in developing their program budgets. Ensures new or updated budget numbers for grants are submitted to the State Budget and Finance Section. Coordinates with the Cooperative Agreement Program Managers and Budget Analysts to ensure Budget Modifications are completed as needed or required. Assists Cooperative Agreement Program Managers and Budget Analysts in forecasting, developing, tracking, and updating Spend Plans for the current Federal Fiscal Year and assists in determining the amount of advance funding needed for each Cooperative Agreements appendix during the Federal Fiscal Year. Closely monitors the utilization of the advance funding throughout the Federal Fiscal Year for each grant received by the State. Coordinates with the State Budget and Finance Section and the Grants Coordinator to ensure costs and revenues are properly recorded. Prepares or reviews Journal Entries for adjustments if needed. Coordinates with the USPFO and/or Federal or State auditors to assist, provide information for on-going and upcoming audits, and respond to audit findings. Performs other duties and responsibilities as directed.
    Minimum and Additional Requirements

    A high school diploma and a minimum of three (3) years of professional experience in a related area such as accounting, auditing, finance, banking or grant management. A Bachelor's degree with multiple accounting courses may be substituted for the required work experience.
    Preferred Qualifications

    An Associates or Bachelor's degree in accounting, finance, budget or grant management, and a minimum of three (3) years of related experience. A minimum of two (2) years of SAP or South Carolina Enterprise Information System (SCEIS) (FI and FM modules) accounting software experience.
    Additional Comments

    Familiar with Federal/State grants and agreements process from the request, and execution, to the finalization and closeout reporting. Knowledge of State regulatory guidance and specific grant/agreement guidance to ensure compliance. Able to use accounting reports to assist Program Managers in promoting effective execution of their funding, and maintaining accurate accounting of revenues and expenditures. Works under the general supervision of the Cooperative Agreements Grants Administrator, who provides administrative and policy direction. Is encouraged to use own initiative in accomplishing tasks and duties while adhering to the policies of the Agency, and State and federal regulations. Must be able to pass a National-level background check and be eligible to be issued a Common Access Card (CAC). May be required to work extended hours as required during emergencies, disasters, or as required. Overnight and extended stays may be required to support ongoing operations, and during attendance at conferences, workshops, off-site meetings and seminars.
