Job Description:

The Center for Population Health Data Science (CPHDS)- launched in November of 2023- aims to catalyze critical data modernization work and enable the agency to make progress toward linking public health, healthcare, and social service for timely and effective public action. We are working towards making these data more accessible, timely, equitable, meaningfully usable, and protected – and actively used to protect and promote the health and wellbeing of New Yorkers.

We aim to strengthen agency wide data capabilities by empowering our workforce, enhancing intra- and inter-agency data sharing, and using modern technology to yield trusted and integrated data and insights. A real-time and comprehensive view of city needs is needed to enhance public health actions and improve health outcomes for the most vulnerable New Yorkers.

The person in this position will use financial forecasting and budgeting to help prioritize, implement and track Center initiatives. This position reports to the Senior Director for Special Projects in the Center for Population Health Science and is an exciting opportunity to work with the CPHDS team to help develop this innovative Center, to be at the forefront of public health data innovation, and to work with a dedicated and collaborative team to improve the health of all New Yorkers.

The selected candidate will be an employee of Public Health Solutions, a nonprofit organization which is the fiscal and administrative manager of the grant; work will be supervised by DOHMH. This position will be based at the Health Department's office in Long Island City, NY, with the possibility of hybrid work.

Duties include:

Project management and stakeholder engagement
1. Coordinate with programs across the Health Department to assess and clearly summarize program needs related to data modernization and CPHDS projects
2. Make recommendations for aligning current program needs with existing grants
3. Identifying redundancies across Divisions and common interests across programs to add value and use funds most effectively and efficiently
4. Clearly and concisely summarize and communicate findings to CPHDS leadership
Financial strategic planning
1. Identify new grants that would help support Agency data modernization project
2. Assist the Sr. Director of Communication and Grant Strategy with grant writing and reports to funders
3. Work closely with the Center's Fiscal Manager to:
  - Conduct financial analyses to help prioritize CPHDS projects and model different financial scenarios
  - Assist with preparing budgets for data modernization projects
  - Help advocate for funding by identifying CPHDS needs and writing strong justifications
Strategic support with modernization initiatives
1. Analyze internal and external factors affecting CPHDS' strategic direction and identifying opportunities to advance CPHDS objectives
2. Work with multiple stakeholders to estimate costs of proposed initiatives
3. Develop cost/benefit analyses

Qualifications:

Master's degree in a related field with a background in economics, finance, business or a related field
Familiarity with public health issues a plus or strong interest in learning more about public health and data modernization
Demonstrated experience in managing complex projects, coordinating across diverse teams, and delivering results on time
The ideal candidate for this position must be a proactive and self-motivated individual with the ability to learn quickly, work in teams, and problem solve in a dynamic environment
Salary - $100,000 - $100,000

Additional Information:

This is a grant funded position ending in November 2027.
Preference may be given to individuals residing in New York City (5 boroughs) or surrounding New York State counties.
This individual will be expected to work non-business hours during emergencies.
