    This is a high-profile professional/managerial position responsible for advocating for MTA positions with congressional staff, USDOT, and other federal agencies and advising MTA senior staff and the Chair/CEO on federal legislative and regulatory affairs with a goal of increasing MTA federal funding and ensuring regulations support MTA priorities.

    The Director, Federal Affairs will work closely with the senior staff throughout the MTA to analyze federal legislative and regulatory measures as well as develop and implementing policy recommendations and strategies that support the MTA.

    Responsible for MTA's relations with federal elected officials in DC and executive branch agencies.
    Serve as a senior advisor to Executive Staff on federal matters that affect MTA policy goals and objectives.
    Develop briefing materials, talking points, position papers for diverse audiences in support of MTA positions.
    Direct research and analysis of federal legislative and regulatory proposals and write MTA positions.

    Establish/maintain/enhance relationships with federal government leaders, policy makers, and regulatory agencies, meeting with them on a regular basis to build trust and convey MTA priorities and strategies.

    Develop business strategies that both influence federal regulatory policy and legislation and take advantage of opportunities that will enhance the image and reputation of the MTA among key policy makers and opinion leaders.

    Provide expertise to the MTA by keeping current on important changes in federal regulatory and legislative matters.
    Thorough knowledge of federal government legislative structure, committees, procedures and policies is mandatory.
    Incumbent must have impeccable writing skills and executive verbal communication skills coupled with outstanding interpersonal skills.

    Must have political sensitivity, and ability to develop cogent strategies to deal with the specific federal regulatory and legislative issues that face the MTA and its operating agencies.

    Must have ability to supervise staff and produce information and research in order to build support of MTA federal legislative and regulatory objectives.

    Must be capable of building a strong and successful network, developing new relationships and influencing decision makers.

    Excellent management and administrative skills necessary for interacting with senior MTA management, elected officials, governmental relations staff and all levels of external government staff.

    Incumbent must possess a unique combination of political savvy, resourcefulness, supervisory skills, analytical ability and communications skills to execute the MTA's federal strategy and coordinate both MTA and agency government relations staff in the course of investigating, analyzing and communicating issues to MTA staff and elected officials.

    Must be a strong cross-divisional team leader, who expects excellence, motivates and develops others while maintaining a collaborative and team orientated work environment.

    Must be skilled at making and defending tough decisions, while demonstrating care and concern for the opinions of others, both inside and outside the organization.

    Bachelor's Degree required. Graduate degree in Public Administration, Legislative Affairs or its equivalent is preferred.
    A minimum of five to seven years' experience in federal legislative process and/or governmental relations or public affairs in a large, multi-faceted, fast-paced organization or legislative body
