Description
The Employee will be assigned to the Division of Land Restoration Office of Special Reclamation with statewide duties.Performs complex professional engineering work at the administrative and supervisory level, which consists of engineering and financial areas.
The duties performed will be predominantly administrative, involving advising, budgeting, staffing, coordinating, and reporting activities of multiple units comprising a section of the agency.
The employee will be assured that all programmatic functions and duties are being performed in accordance with all applicable state and federal laws, regulations, policies, and legislation.
Will direct section supervisors toward achieving program goals and functions and serves as budget manager of the funds. The employee will coordinate with other state and federal agencies regarding engineering planning, design, construction, and funding of projects. Will provide professional engineering services, advice, and counsel for the entire division, consisting of professional engineering overview. The employee will provide the final QA/QC review of projects before going through the procurement process.The employee directs this unit's activities by defining mission, goals, and objectives through intermediate supervisors some of whom are also registered professional engineers; and provide professional engineering services, and advice for the division's permitting program to find innovative treatment technologies.
This position serves as one of the assistant directors in the Division of Land Restoration, which is the division's senior management team and represents the agency before boards, groups, councils, attend legislative sessions, and provide expert testimony on behalf of the agency.
The chosen applicant will have excellent oral and written communication skills, as public speaking is vital to this position.
Must have the ability to establish and maintain effective working relationships with federal, state, and local officials, the public, co-workers, and staff; must have the ability to keep accurate records; write reports in a clear and concise form, and present factual material and ideas effectively; must have a valid driver's license; position requires extensive travel, both in state and out-of-state.
Must have a working knowledge of Microsoft office suite software, Google software and AutoCAD.Incumbent must be licensed as a Professional Engineer (PE) by the West Virginia State Board of Registration for Professional Engineers as prescribed by WV State Code (Chapter 30, Article 13).

Regular attendance between each regional area is an essential part of this position.

Training:
Current Professional Engineer (PE) license issued by the West Virginia State Board of Registration for Professional Engineers.
AND
Experience:
Nine (9) years of full-time or equivalent part-time paid experience as a licensed Professional Engineer in a responsible capacity in charge of engineering projects.
Note:
The experience must have been acquired after the bachelor's degree but may have occurred before or after registration as a professional engineer.
Preference will be given to applicants with experience in AMD treatment, water and wastewater treatment and education in Civil, Environmental or Mining Engineering.
