    Summary



    This position is located in the Architect of the Capitol, Superintendent, Senate Office Buildings, Enterprise Asset Management Branch.

    The organizational goals or objectives of this position are to employ a sustainable asset management approach within the jurisdiction using common levels of service by managing and executing AMPs for built and natural assets across the organization.



    Duties


    The individual selected for this position will perform the following responsibilities:

    Enterprise Asset Management Program Administration:

    Serves as the team lead within the Enterprise Asset Management Branch in the jurisdiction's Facilities Support Division.

    Leads the jurisdiction's Enterprise Asset Management efforts, using matrixed oversight responsibility and collaborate with both the jurisdiction's technical professionals and agency-wide subject matter experts to develop new processes, streamline existing processes and enhance project lifecycle management in the Senate buildings.

    Analyzes and manages asset data related to a facility, system or systems within the Senate Jurisdiction.

    Makes recommendations to the Facility Support Division Assistant Superintendent and Senate Superintendent to inform enterprise asset management and other policies.

    Establishes and maintains effective communications and working relationships with executive leaders, Senate offices, committees, staff and distinguished members of the public.

    Asset Inventory, Maintenance and Capital Planning:

    Develops methodical and detailed approach to address deferred maintenance and capital renewal backlog deficiencies in the Senate buildings.

    Provides justification for projects and other initiatives for the annual budget submission.

    Ensures FCA reflects an accurately built asset and Real Property Installed Equipment (RPIE) inventory for assigned assets and that the built asset-RPIE relationships are established and reflect a true picture of the current status/health of the covered system.

    Coordinates with the Facilities Operations Division Assistant Superintendent to manage the Senate's preventative maintenance (PM) program in the appropriate approved IT system (e.g., WebTMA, Maximo, etc.)

    Represents the Superintendent in policy and technical matters at high-level conferences and meetings concerning any impact on normal Senate Buildings operations.

    Ensures that new emerging technologies are considered for implementation or new requirements are integrated into planned project/product improvements to update/improve the goals.

    Supervisory Responsibilities:

    Manages a team of multidisciplinary professionals performing planning, program management and program analysis and customer call center operations.

    Responsible for administrative, professional and technical supervision of the staff, serving as the immediate supervisor.

    Utilizes temporary and permanent staff and contractor support as workload needs dictate. Leads change by developing new insights into situations; questioning conventional approaches; encouraging new ideas and innovations; and designing new or cutting edge programs/processes.

    Demonstrates the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Establishes an organizational vision and implements it in a continuously changing environment.
