    $106, $131,457.25 Annually

    This salary range reflects the negotiable range for hire. However, the top of the range for salary advancement is $156,106.14
    We are currently seeking an experienced human resource professional to fill the

    Human Resources Manager

    position in the County of Santa Barbara

    Public Health Department . The position is categorized as a Program/Business Leader – General classification within the County's leadership series.

    Public Health Department (PHD):

    With a staff of 550+ and a budget of approximately $83 million, Public Health serves a population of about 420,000 residents in Santa Barbara County.

    The Department's range of responsibilities is vast and includes:
    Investigating disease outbreaks
    Conducting health education campaigns
    Inspecting food establishments
    Working with high risk mothers and children
    Operating health clinics for the underserved
    Staffing medical shelters during emergency evacuations
    Caring for our four-legged friends through our animal control program and many other programs and services.

    THE POSITION :
    The

    Human Resources Manager


    reports directly to the Deputy Director of Administration in the Public Health Department and oversees a team of 6 human resources staff.

    In this role, you will apply your knowledge and experience in the following areas, including but not limited to:

    employee relations; investigations; protected leave; performance management; Diversity, Equity, and Inclusion (DEI); and the overall administration of the Public Health Department Human Resources policies and procedures.

    This work involves confidentiality, accountability and decision-making responsibilities. Additionally, this role works collaboratively, but exercises a high-level of independence. The incumbent will provide consultation and direct services to 500+ employees and executives in the Public Health Department.


    THE IDEAL CANDIDATE:
    The Public Health Department is looking for a proactive individual who is solution-oriented, innovative, and influential, who also brings a strong and diverse background in the field of Human Resources with experience and abilities in the following:

    Broad experience as a human resources generalist with a public sector agency;
    Experience providing a wide array of human resources services, including but not limited to: employee relations, investigations; performance management, and employee training and development;
    Strong knowledge and experience working in a unionized environment, Civil Service System and/or public agency;
    Familiarity and experience interpreting and applying Memorandum of Understanding, Civil Service Rules, and other governing documents;
    Strong analytical ability, including strong problem-solving skills, critical thinking and analysis;
    Demonstrated success handling numerous projects with focus on organization, prioritization and delegation;
    Exceptional written and verbal communication skills to effectively articulate and present information in a clear and concise manner;
    Ability to anticipate and critically analyze a broad range of complex problems and issues;
    Master's degree in Human Resources or a Human Resources Certificate from ICMA, IPMA, SHRM, or HRCI (PHR, SPHR).
    Commitment to diversity, equity, and inclusion principles and practices;
    Customer-focused and solutions-driven approach;
    Strong leadership, supervisory and interpersonal skills demonstrated across various levels of the organization.
    Advises managers and employees on complex employee relations matters, including performance issues, conflict resolution and disciplinary actions.
    Advises and assists managers and stakeholders on Human Resources policies, processes, procedures, laws, and regulations.

    Investigates complex and non-complex cases related to work environment, workplace violence, performance, as well as harassment, discrimination, conflicts of interest, and retaliation.

    Provides recommendations to all levels of leadership regarding remedial and/or corrective actions resulting from investigations.
    Gathers and analyzes evidentiary information, researches and explains policies and employment laws to managers, supervisors, and employees.

    Evaluates and edits documentation associated with unionized employees, including complaint responses and disciplinary actions, applying subject-matter expertise to support an appropriate response to a variety of complex situations.

    Uses surveys, interviews, and other studies to conduct research regarding human resources policies, classification and compensation, and other employment issues.

    After analyzing the information, makes recommendations on improvements.
    Facilitates on-going communication and working relationships with employee representative organizations.
    Collaborates with legal counsel regarding serious personnel matters.
    Provides interpretation of labor contracts to managers, employees and HR staff.
    Prepares and analyzes detailed and complex reports and/or spreadsheets and other written materials.

    Provides guidance, support, and coordination in the consistent and effective development, implementation and application of policies, procedures, and practices of Public Health Department's Human Resources.

    Develops further training as needed.
    Serves on the Public Health Department's Disaster Response Team.
    Assists with HR special projects and performs related duties as assigned.

    and the ability to immediately demonstrate these competencies consistent with the position's level in the leadership series and the specific work assignment;


    AND
    Bachelor's degree in public administration, business administration, human resources, communication, humanities, sociology, psychology or a closely related field,

    and

    four years of progressively responsible professional level human resources generalist experience ; OR,
    Associate's degree in public administration, business administration, human resources, communication, humanities, sociology, psychology or a closely related field,

    and

    six years of progressively responsible professional level human resources generalist experience ; OR,

    A combination of training, education, and experience that is equivalent to the employment standard listed above and that provides the required knowledge and abilities.


    Additional Requirements:
    Possession of a valid California Class C Driver's License may be required at the time of appointment. Independent travel throughout the County may be required.


    Knowledge of:


    The principles and practices of human resources administration, full-cycle recruitment processes; applicable federal, state, and local laws, codes, and regulations; principles and practices of performance management; principles and practices of supervision, discipline, leadership, mentoring, and training; workers' compensation administration; protected leave administration; labor and employee relations; standard English grammar and usage; and basic math, including percentage, average, and mean; and Microsoft Office Suite.


    Ability to:


    Gather, organize, and analyze data; identify problems, consider options, formulate strategies, and make practical recommendations; learn, interpret, and apply procedures, rules, regulations, laws, and Memoranda of Understanding; apply principles of public human resource practices and management; learn and apply principles and practices of public sector human resources administration; learn and apply State and Federal laws pertaining to fair employment practices, equal employment opportunity; learn to plan, organize, direct and coordinate the work of staff; select, supervise, train and evaluate staff; learn general and specialized computer applications; prepare a variety of written documents; exercise objectivity; communicate clearly, concisely, and effectively verbally and in writing; explain rules and procedures; establish and maintain effective working relationships with colleagues, departmental staff, representatives of other organizations and agencies, and members of the public; represent the department with tact and diplomacy; and maintain confidentiality of information.


    APPLICATION & SELECTION PROCESS:

    to determine those applicants who meet the employment standards.
    Application Ranking.

    Applications that meet the employment standards will be evaluated and scored.

    Candidates' final score and rank on the eligibility list will be determined by the information provided on their application based on the ideal candidate statement and position description.

    This process may be eliminated if there are fewer than 11 qualified candidates.

    Applicants must receive a percentage score of at least 70 on the Application Ranking to be placed on an employment list.

    An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI.

    Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months.

    At the time the employment list is established, all candidates will receive written notice of their score on the exam(s), rank on the employment list, and exact duration of the employment list.

    The Public Health Department (PHD) requires all employees working in direct contact with patients or clients in a high-risk environment to comply with the PHD Employee Immunizations policy.

    Conditional Job Offer:


    Once a conditional offer of employment has been made, candidate will be required to successfully complete a background check, which includes a conviction history check, and satisfactory reference checks.

    The appointee will be subject to a post-offer medical evaluation or examination. The appointee must satisfactorily complete a one-year probationary period.


    Disaster Service Worker:


    Pursuant to Governmental Code section 3100, all employees with the County of Santa Barbara are declared to be disaster service workers subject to such disaster service.

    Activities as may be assigned to them by their superiors or by law.
