    The Legislative Fiscal Office (LFO) is seeking a Senior Legislative Fiscal Analyst to join its team of subject matter experts. The Senior Legislative Fiscal Analyst is primarily focused on providing budget analysis and recommendations. This position is experienced in the legislative process and collaborates with agency management, elected officials, and stakeholders on budget development and fiscal issues.

    LFO provides nonpartisan, permanent, professional analytical services to the Legislative Assembly. The mission of the office is to promote state fiscal accountability through comprehensive research, analysis, and recommendations on the state's biennial budget. LFO evaluates state expenditures, program administration, and agency organization to assist in development of the Legislature's adopted balanced budget; prepares fiscal impact statements on legislative measures; and provides staff support to the Joint Committee on Ways and Means, Emergency Board, and several other legislative committees.

    LFO employees currently have the flexibility to work according to a hybrid in-person and remote work schedule during the periods between legislative sessions and interim committee meetings. During legislative sessions and periods when interim committees meet, staff work solely onsite in the State Capitol building to carry out the duties of their positions.

    The work history and experience of the ideal candidate will include:

    Knowledge of:

    • Budget development principles, budget policy and processes
    • Government finance, accounting and auditing principles and practices
    • State agency operations and programs
    • Agency revenue and expenditure categories
    • State and federal laws governing state programs and budgets
    • Legislative processes, practices, and rules
    • Expenditure trends, administrative rules process, state employee classification and compensation, and contracting practices and rules
    • State financial, budget, and position control systems, including the State Financial Management System, Oregon Budget Information Tracking System (ORBITS), Workday, Oregon Legislative Information System, and Fiscal Impact and Staff Measure Summary Systems

    Skill in:

    • Problem solving and critical thinking
    • Effective verbal and written communication
    • Time management and planning
    • Analyzing program outcomes, trends, and budget status

    Ability to:

    • Quantify and describe budget policy change proposals, alternatives, and recommendations
    • Calculate and model estimated resource needs and alternatives
    • Compile and summarize information from multiple sources
    • Interpret and apply statutes, administrative rules, and constitutional provisions
    • Remain unbiased and nonpartisan
    • Present information to committees and make recommendations for changes in statutes, policies, procedures, budgets, staffing and performance measurements
    • Work independently, under extreme time pressures and in a highly demanding environment

    SPECIAL INFORMATION:

    • Over the next two years, the Capitol Building is undergoing extensive renovation and construction projects which may limit accessibility to employees. This may require Legislative employees to work both from home and within the building as the construction project dictates. While working from home, personal, stable and high-speed internet access will be required to perform the functions of this position.     • The salary in this job posting reflects the base salary without contributions to the Public Employee Retirement System (PERS). Employees eligible for PERS will have their salary increased by 6.95% and 6% will be automatically be subject to a mandatory employee contribution to PERS.
