    Duties As a INTERNAL CONTROL ANALYST-TITLE 5, GS , you will provide administrative oversight of the Quality Assurance Program
    Provide technical assistance and advice to the Financial Manager and staff
    Ensure effective and efficient quality standards and internal controls are in place at base level operations
    Ensure the unit is performing in accordance with established standards
    Research, develop, modify, and maintain qualitative standards for use in evaluating and monitoring performance indicators
    Provide technical internal control advice on military pay, civilian pay, travel pay, disbursing and collection, accounting, vendor and contract pay, budget, and systems administration
    Maintain a schedule of all reports, audits, inspections, and internal control reviews
    Independently conduct reviews to assess organizational performance
    Manage self-inspection programs
    Examine accounting and financial functions to ensure all obligations and payments comply with applicable laws
    Ensure all payments are properly accounted and funds are safeguarded against waste, loss and misappropriation
    Review military pay vouchers, travel payments, and entitlement documents to ensure supporting documents are applicable and valid
    Perform post-audit voucher review
    Monitor access to financial systems and prepare internal control reports
    Screen for any unauthorized access level or dual access between the payable systems and the general accounting system
    Review and coordinate applications affecting automated systems
    Identify system changes and conduct system change tests
    Gather data, track discrepancies, prepare trend charts, and facilitate discussions with personnel at financial or QA meetings
    Facilitate monthly QA meetings and prepares minutes
    Perform other duties as assigned

    Financial Management Level 2 Certification:
    Incumbent of this position is required to comply with all DoD and DoA requirements of this certification program as a condition of employment for this position
    Employees must obtain the appropriate certification levels for their positions within 24 months after initial assignment; and, employees must maintain the positions' continuous training and education studies, as identified for each certification level, during the defined 24 month period


    NOTE:
    A retired member of the Armed Forces may not be appointed to a DOD civilian position within 180 days after retirement, without a TAG approved waiver, in accordance with DoDi , Employment of Retired Members of the Armed Forces, dated 09 Sep 2007 and National Guard Appointment for Retired Members of the Armed Forces Memo, dated 18 Jan 2019
    Qualifications


    SPECIALIZED EXPERIENCE:
    Must have at least one (1) year experience at the next lower level in the normal line of progression through federal service (GS-09) or equivalent experience in the private or public sector that demonstrates the experience and knowledge of financial management objectives, missions, policies, and systems
    Experience providing analysis, validation, processing, and/or correction of financial transactions
    Experience preparing and maintaining financial reports, files, and records
    Experience andknowledge of military pay, civilian pay, travel pay, disbursing and collection, accounting, vendor and contract pay, budget, and/or systems administration


    EXPERIENCE REQUIREMENTS:
    Resume must have complete dates, work schedule, and/or hours worked per week for both civilian and military employment
