    Definition


    Serves as the District's principal technology leader by providing vision, leadership, and management over the strategic planning, design, development, implementation, and operation of enterprise‑level information technology infrastructures, systems, and services supporting the instructional, student services, and business operations of the District and its colleges.

    Typical Duties


    Provides vision, strategic planning, and executive management for all technology functions and operations throughout the District including, but not limited to, data centers, technical service centers, production scheduling, help desks, communication networks (voice and data), classroom support, computer program/application development and maintenance, and computer systems operations in a manner that effectively supports the instructional, student services, and business operations of the District and is consistent with industry standards and best practices.

    Develops strategic plans for District‑wide information management and technology, including technical architectures, systems, applications, and networks; information security/risk management; data processing; telecommunications; and other aspects of IT that focus on information management capability, integration, and interoperability; ensures strategies and objectives are aligned with and responsive to the District's mission, objectives, and priorities.

    Directs the assessment of information technology services, initiatives, and projects using project management tools and controls, feasibility studies, cost‑benefit analysis, impact analyses, and related approaches; establishes priorities, allocates resources, monitors progress, and makes adjustments to schedules and scope of work as needed.

    Provides leadership in creating and promoting a culture of coordination, facilitation, integration, consultation, trust, and engagement in the resolution of a diverse range of technology challenges among all stakeholders in the District.

    Directs the development, deployment, operation, and maintenance of enterprise and college‑level information technology infrastructure, including computing platforms, telecommunications networks, hardware/software and related applications, messaging, and web services including architecture, enhancements, upgrades, and replacements.

    Directs the acquisition of technology‑related capital and operating equipment, goods, and services throughout the District; establishes and maintains policies and procedures for specifications development, contract administration, inspection, acceptance, and disposal of information technology assets; oversees the evaluation of vendor proposals and personally conducts negotiations with vendors.

    Develops and implements District‑wide technology policies, standards, and protocols in a manner consistent with applicable federal and state law, regulations, and guidelines and industry best practices; monitors and ensures compliance with technology policies, standards, protocols throughout the District.

    Directs the development and implementation of information security policy, controls, protocols, and performance measures to adequately and cost effectively protect all critical infrastructure, systems, and data; monitors and ensures compliance with information security policy, controls and protocols, and performance measures throughout the District.

    Serves as the principal technical advisor to the Board of Trustees, Chancellor, Cabinet, and Senior Staff on matters related to planning, design, development, implementation, and operation of information systems of the District; chairs and/or participates with key stakeholders in technology and business advisory committees, councils, and work groups.

    Keeps up‑to‑date on technological and industry advancements; evaluates the applicability of new approaches to the information systems of the District; and initiates changes in approaches to infrastructure, systems, and application design/configuration and resource allocation.

    Develops, manages, and/or monitors the operating, capital, and bond budgets identified for information technology assets, services, and initiatives throughout the District; assures that human and financial resources are allocated and expended efficiently, effectively, legally, and in compliance with established fiscal policies of the District.

    Implements and modifies, as necessary, an effective Division staffing and organizational structure which is high‑performing and aligns Division services with the business vision and needs of the District.

    Directs personnel management functions of the Division, including but not limited to, selection, retention, training, development, supervision, evaluation, grievances, and conflict resolution; creates a culture which motivates staff to achieve high levels of technical support, professional development, and customer service.

    Directs the development and implementation of technology training and educational opportunities for staff of the District.

    Directs and/or prepares correspondence, reports, and presentations regarding information technology services, initiatives, and projects of the District.

    Performs related duties as assigned.

    Distinguishing Characteristics


    A Vice Chancellor/Chief Information Officer is responsible and accountable for providing vision, strategic planning, and leadership for all technology functions and operations throughout the District including, but not limited to, data centers, technical service centers, production scheduling, help desks, communication networks (voice and data), classroom support, computer program/application development and maintenance, information security, and computer systems operations in a manner that effectively supports the instructional, student services, and business needs and operations of the District and is consistent with industry standards and best practices.

    A Deputy Chief Information Officer, College Technology and Infrastructure Services provides oversight and management of technical units tasked with supporting the college technology services and needs; delivers operational support and problem management for thorough issue resolution; oversees District‑wide IT infrastructure to ensure the successful delivery of communication network service (voice and data) and connectivity for academic and administrative needs; accountable for driving the customer perspective throughout the organization participates in executive‑level decisions and development of strategies and budgets to achieve the objectives and goals of established Information Technology Services standards.

    A Chief Information Technology Manager, Engineering and Technology Services Delivery is responsible for planning, coordinating, and managing the District‑wide operations of application and system software, technology services support, server infrastructure, and technology project management.

    Supervision


    General direction is received from the Chancellor. General supervision is exercised over management, professional, technical, and general support staff assigned to the Division. Functional supervision is exercised over technology staff assigned throughout the District.

    Class Qualifications

    Principles and management of Enterprise Resource Planning (ERP) systems such as SAP, PeopleSoft, Oracle, etc.

    Principles of and approaches to change management, including process re‑engineering and complex legacy systems transformation.

    Principles and techniques of identifying and managing technology‑related risks such as information security, privacy, business continuity, and disaster recovery.

    Current technology advancements, including artificial intelligence, emerging standards and regulations, and industry trends with an emphasis on educational and instructional applications of information technology.

    Entrance Qualifications


    Education and Experience


    A. A bachelor's degree from a recognized college or university preferably with a major in computer science, computer information technology, computer engineering, or a related field AND ten years of recent full‑time, paid experience in a senior management position with responsibility for directing corporate/entity wide strategic, technical, and administrative information technology functions for an organization employing 500 or more employees. Experience must have included computer program/application development and maintenance, network administration, and information systems security as well as the supervision of staff, which included professional‑level employees. Experience with an institution of higher learning is highly desirable.

    B. A master's degree from a recognized college or university with a major in computer science, computer information technology, computer engineering, public administration, or a related field AND eight years of recent full‑time, paid experience in a senior management position with responsibility for directing corporate/entity wide strategic, technical, and administrative information technology functions for an organization employing 500 or more employees. Experience must have included computer program/application development and maintenance, network administration, and information systems security as well as the supervision of staff, which included professional‑level employees. Experience with an institution of higher learning is highly desirable.

    Special: A valid Class "C" California driver's license must be obtained within 10 days of establishing residency in the State of California. Travel to locations throughout the District is required.
