    You will serve as a Community/Urban Planner with the Public Works Directorate.

    GS-12: $88, $114,634.00

    GS-11: $76, $95,641.00

    RESPONSIBILITIES

    • You will review engineering proposals for construction, alteration, or repair of facilities to recommend changes that will improve the overall project results.
    • You will prepare Basic Facilities Requirements and development of facilities planning documents to determine appropriate planning actions in relation to facility deficiencies and surpluses.
    • You will analyze long-range operational requirements that identify land and facility priorities to support organizational requirements.
    • You will explain and defend specific planning criteria to users and to other technical experts and auditors, and serve as a technical expert in facilities planning criteria.
    • You will provide the client with clear and concise policy and guidance for the orderly and cost effective development of shore facilities

    QUALIFICATIONS

    For the GS-12 grade:

    In addition to the basic requirements of this position, your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector:

    1. Developing facility plans and objectives including criteria, procedures, and instructions;
    2. Serving as a technical representative on architectural and engineering projects;
    3. Providing advisory or review services on specific problems, projects, programs, and/or functions related to engineering, architecture, and/or community planning;
    4. Analyzing engineering proposals, drawings, and specifications in the design, construction, and alteration of facilities

    For the GS-11 grade:

    In addition to the basic requirements of this position, your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector:

    1. Providing guidance to project teams and cross-discipline staff in product delivery;
    2. Experience with various Planning Products & Services, Planning Criteria, and Planning Systems for engineering projects;
    3. Experience in planning concepts & principles, analytics, and project development initiatives; and
    4. Analyzing the impacts (i.e., benefits and liabilities) of facility projects.

    Community Planning Series, 0020:

    Successful completion of Degree in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.

    OR

    Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
