    Position Summary

    Manages public policy, advocacy agenda and regulatory issues to develop action plans to assist in all federal priorities. Assists the

    AVP, Government Affairs & Public Policy


    to educate and strengthen relationships with elected officials, agency leaders and all levels of staff in order to mitigate potential negative policy, budget, and regulatory impacts to the organization.

    Responsibilities


    • Oversees the analysis of federal public policy legislation, regulatory proposals, and budgets in order to develop an action plan to mitigate potential negative impact and seek approval for items which would positively impact the organization.
    • Managesthe development of advocacy positions,messaging, and collateral materials to federal elected officials and staff on potential impacts to the organization.
    • Supervises and assists with the research on federal issues, as well as develops presentations and background materials to assist with advocacy initiatives.
    • Manages staff relationships with federal governments on regulatory issues.
    • Develops a tracking tool in order to understand industry trends and creates proactive plans to remove obstacles and create competitive advantages for federal strategic initiatives.
    • Manages the writing and editing of newsletters, articles, public policy agenda and summary documentsrelated to federal initiatives.
    • Oversees the coordination of inviting federal elected officials and staff to community, corporate, and industry events.
    • Assists with organization and management of programs to ensure that Orlando Health and its key executives and team members are visible with key federal advocacy stakeholders.
    • Manages federal appropriations process for organization.
    • Assist Government Affairs & Public Policy Assistant Vice President with maintaining the annual budget.
    • Collaborates with the Local and State Government Affairs & Public Policy Managers on key initiatives.
    • Serves as one of the primary contacts for Orlando Health at community events and industry board meetings such as America's Essential Hospitals, American Hospital Association, 340B Health, Children's Hospital Association, etc.
    • Establishes and maintains an open and positive working relationship with all internal partners, external associates, and trade associations.
    • Manages specialists on Government Affairs & Public Policy team, if applicable.
    • Maintainsreasonably regular, punctual attendance consistent with Orlando Health policies, the ADA, FMLA, and other federal, state, and local standards.
    • Maintains compliance with all Orlando Health policies and procedures.
    • Provides coverage for public policy and advocacy initiatives as need on behalf of the Director.
    • Ability to work independently and make strategic decisions within the scope of responsibilities.
    • Strong analytical skills and ability to multi-task and work under strict deadlines.
    • Travel to surrounding counties, Tallahassee, Washington DC, and industry meetings, if needed.
    • Ability to work nights and weekends as needed.
    • Assumes responsibility for ongoing professional development.
    • Self-disciplined with a high level of motivation.
    • Strong working knowledge of Microsoft Office suite
    Qualifications

    Education/Training
    Bachelor degree in Business Administration, Political Science, Communications, Health Care Administration, or closely related field.

    Licensure/Certification
    None.

    Experience
    Five (5) years in public policy and regulatory development, government affairs or similar field.
