    Summary About the Position:

    This position is with the Office Program Manager, Saudi Arabian National Guard (OPM-SANG) w/duty location at Huntsville, Alabama, please visit: Responsibilities Administer the foreign military sales (FMS) overall budgetary management system, emphasizes and explains budget limitations, program requirements, and directives.

    Provide guidance, direction, and control to all organizational elements and subordinate echelons on all phases of budget formulation.

    Analyze data for accuracy, reasonableness, and consistency of estimates, adequacy of justification and compliance with prescribed laws, policies, and regulations.

    Recommend major reprogramming of funds to the Comptroller, Chief of Staff and Commander as necessary to ensure that balance is maintained among major activities and that resources are used in the most efficient manner.

    Assist major activity directors and other staff and budget managers, prepares execution and spend plans to help project directors in relating their objectives and prioritizing efforts based on funds available.

    Specialized Experience:
    1) Performing oversight functions and analysis in support of the organization's FMS Financial program.

    (2) Analyzes and evaluates (on a quantitative or qualitative basis) the effectiveness of financial management programs, systems, and operations in meeting established goals and objectives; analyzes and evaluates proposed changes in missions, functions, and delegations of authority.

    3) Conducts evaluations of current or projected programs and systems; presents alternatives to resolving the most complex financial management issues. 4) Completes travel reviews and payroll monitoring for both CONUS and OCONUS.

    This definition of specialized experience is typical of work performed at the next lower grade level position in the federal service (GS-11).

    Grade Requirement:

    Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

    Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.

    This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
