    Contract Specialist II

    Brief Job Description:
    The Texas Health and Human Services Commission (HHSC) is searching for top-notch candidates to take on the Contract Specialist II role within the Community Care Services (CCS) Contracts Section.

    The Contract Specialist II undertakes intricate contract management tasks such as contract enrollment and maintenance. Responsibilities include developing and assessing a wide range of contracts. This role operates under general supervision, with some autonomy to exercise initiative and independent judgment.

    Key duties involve scrutinizing and processing contract applications, as well as overseeing contract maintenance activities like ownership changes, legal entity modifications, terminations, and other updates for the community care services programs. They interpret and clarify standards, policies, and procedures to enhance unit operations and performance. Additionally, they offer technical support to internal and external stakeholders regarding program regulations and policies.

    Furthermore, the Contract Specialist II reviews contractor billings and addresses billing rejections, problems, and issues. They handle relatively complex contract actions and contribute to various projects. This role identifies training requirements, aids in creating training materials, and delivers training to contract or department personnel to boost performance, rectify non-compliance issues, ensure consistency, and enhance service quality. Special assignments may also be assigned as needed by the unit manager.

    Essential Job Functions
    - Attends work regularly following HHSC leave policy and carries out assigned duties.

    - Reviews and processes contract application packets for new provisional contracts, renewals, amendments, terminations, and updates. Provides intermediate level mentorship/training to new contract staff. (30% of Time)
    - Offers intermediate level technical assistance to others on policies, procedures, rules, regulations, standards, and requirements. (25% of Time)
    - Communicates at an intermediate level with internal or external parties to provide, exchange, or verify information, address issues, or resolve problems. (15% of Time)
    - Conducts inquiries in line with federal and state regulations, program policies, and procedures. (10% of Time)
    - Acts as a liaison for assigned area on moderately complex issues with agency staff or external entities. (10% of Time)
    - Updates/enters information in various logs and Provider System. (15% of Time)

    Registrations, Licensure Requirements or Certifications
    - Certified Texas Contract Manager (CTCM)
