    The Program Specialist will lead, coordinate, organize, liaise, and manage program tasks for the Technical Support (TS) Office of the within the USAID Middle East Bureau
    In particular, the Program Specialist will provide analytical functions, like data entry, analysis, documentation, vetting request preparation, project/program tracking, preparing operations/procedures manuals, budget and field support tracking, administrative and financial tracking, program document preparation and presentations, and at times technical support

    Responsibilities


    • Plan, monitor, coordinate, and report on program activities to ensure that activities are efficiently and effectively awarded and implemented in a manner responsive to bureau, agency, and administration objectives
    This includes coordinating and leading budget tracking, data analysis, and documentation, and complying with Agency policies.


    • Support the preparation of statements of work, project designs, and strategic plans.
    • Prepare and obtain clearance for documents needed to comply with all USAID and Middle East Bureau requirements for obligating funds under TS programs.
    • Organize and manage program document preparation and provide communications support, including working with technical teams to prepare and present program reports and success stories.
    • Conduct analyses of development indicators and trends to support program design and strategy development.
    • Provide records maintenance and other duties as assigned related to area of responsibility.
    • Coordinate research and technical support for studies, analyses, and related support particularly for health, democracy, economic growth, governance, peace and security programming, as needed.
    • Support USAID liaison and coordination efforts with other donors, NGOs, civil society groups, government officials, and other actors, as needed
    • Coordinate and lead administrative and financial management support, as needed.
    • Provide Washington-based backstop, limited field support, and general administrative support, as needed
    Qualifications


    • Bachelor's degree required in a field such as international studies, business administration, economics, social and political sciences, communication, finance, health, or similar areas
    • 4+years of professional work experience with preference for at least 6 months of this experience spent working in the Middle East region
    • Experience translating procedures, policies, and laws into practice.
    • Knowledge of strategic, budget, and program processes.
    • Ability to report to the clients Washington, DC office 3x/week
    • Ability to travel throughout the Middle East region, as needed and approved.
    • Active secret security clearance is required
    Interim secret acceptable Preferred skills


    • Experience preparing congressional notifications, operational plans, and budget requests.
    • Experience reporting on program performance and indicators.
    • Experience with Federal procurement.
    • Knowledge of development programs, especially in the Middle East region.
    • Knowledge of cross-sectoral issues and programming particularly in health, climate, environment, economic growth, democracy, governance, peace, and security programming in the Middle East region
    Teleworking Permitted? Yes Teleworking Details Must be onsite 3 days a week or more per USAID guidelines
    Estimated Salary/Wage Up to USD $100,000.00/Yr.
