Duties THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION The primary purpose of the ENVIRONMENTAL ENGINEER ( ACCELERATED HIRE), GS , is to serve as the single point of contact for the initiation, development, and execution of all environmental activities and development of regulatory guidance for an installation and its immediate geographic region, with a collaborative influence extending to a broader area
Regional responsibilities may include, but are not limited to: aircraft mishap response, off site release assessments, air emission estimates, storm water discharge monitoring, and hazardous material shipments
Broader geographic impacts may include, but are not limited to: exporting project solutions, staff assistance visits, compliance assessments, and partnering with other units and intra-agency contacts to address challenges that affect multiple ANG units within or beyond state boundaries
Accomplishes long range environmental planning, budgeting, and programming activities that impacts the installation and the region
Reviews engineering planning and construction documents for environmental considerations as required
Oversees the operations of the Environmental Management Office to include providing limited supervision over any subordinate positions
Supervisory responsibilities will constitute less than 25% of the average work time, thus are not classification impacting.

• Provides financial analysis and planning for Environmental resource requirements, to include planning, programming and execution

Responsible for planning, budgeting, and reporting environmental financial information through directed financial databases.

• Ensures all necessary environmental permits for related construction projects are obtained and necessary plans developed and implemented

Evaluates the environmental impact of construction and renovation projects.

• Provides advice, guidance, and direction on a wide range of policy, investigative, inspection/exercise, strategic planning, and administrative issues

Coordinates plans and schedules with other organization managers and customers.

• Manages complex, highly technical environmental management and protection program and serves as the installation's single most knowledgeable expert on DoD, AF, ANG, EPA state specific environmental laws and regulations

The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military
In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force
May make additional selections within 90 days of eligible(s) issuance

Qualifications ENVIRONMENTAL ENGINEER ( ACCELERATED HIRE),


GS :
Must have at least one year of specialized experience, equivalent to at least the GS-11 level, or equivalent pay band in other pay systems in the Federal government
This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated
Specialized experience may have been demonstrated by performing duties such as: Experience managing most complex, highly technical environmental management and protection program; managing the entire Planning, Programming, Budget and Execution (PPB&E) for the installations environmental quality (EQ) program area; preparing and guides implementation of environmental program plans; serving as an active member of the installation Design Working Group (DWG) accomplishing short term and long range planning in conjunction with Civil Engineering for future military construction and renovation projects; facilitating the decision making process ensuring due consideration is given to the natural environment, social, political, economic, and governance factors and provides a holistic frame work designed for the achievement of sustainable outcomes
This position is an interdisciplinary position
The title of Architect, General Engineer, Civil Engineer, Mechanical Engineer, Electrical Engineer and occupational series is assigned depending on the qualifications of the incumbent selected to fill the position

Education

Environmental Engineer:
Degree: Bachelor's degree (or higher degree) in engineering
To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics

or Physical Science:
Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics

Specialized Experience:

Environmental Engineer:
College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering

or Physical Science:
Combination of education and experience- education equivalent to one of the majors shown in above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education
Must provide transcripts When there is a positive education or certification requirement, or you are using education to qualify as a substitution for experience, copies of transcripts (unofficial) and/or certificates are required at the time of application to verify that you meet the educational/certification requirement or substitution
