    Job Description and Duties

    District 8 –– 601/2339 Maintenance Support Under the general supervision of a Staff Services Manager I, the Associate Governmental Program Analyst (AGPA) provides technical expertise in a variety of administrative areas in the Maintenance Support Branch and will collect, consolidate, create and analyze reports from multiple database programs such as, Integrated Maintenance Management (IMMS), Position Tracking Automated System (PTAS), D8 Personnel On Board Equivalent (POBE). Works independently and as the lead team member overseeing the work of others. The AGPA will be expected to consistently exercise a high degree of initiative, independence and originality in performing the assigned tasks. Primarily responsible for analysis of data in the Integrated Maintenance Management System (IMMS) related to expenditures for damage repair incidents. Will research in IMMS, reconcile data, make data projections and prepare spreadsheet reports detailing expenditures by cost center. Ensures damage claim service requests and work orders are updated in IMMS. Work orders, service requests and accident logs will be analyzed to determine all maintenance labor, equipment, material, non-IMMS staff charges, Hazmat Manager reviews and contractor charges are captured appropriately for future use in third party billing. The AGPA is responsible for independently researching damage incidents occurring on the state highway system in District 8 by reviewing and analyzing data sources: Service requests, work orders, local law enforcement accident reports, duty pages from D8 Traffic Management Center and public complaints from the Maintenance Service Request (MSR) system. After collecting and analyzing data sources, the incumbent will match all services and fees to the responsible third party and prepare billing packets. Establishes and maintain cooperative working relationships with field Maintenance staff, dispatch, insurance companies, Traffic Operations and Accounting staff to insure timely turn-around of damage claim billing. Will create and/or modify data and comments on IMMS service requests, work orders associated with repairs to damaged state property based on information obtained from various sources, and will process documentation regarding damage to State property and the billing process. Composes correspondence to outside entities regarding damage and repair status. Trains staff on the third party billing process, creating service requests and accident logs in IMMS; perform analytical evaluations of CHP, Sheriff and local law enforcement accident reports to ascertain if all costs have been completed correctly and linked to the parent Service Request; create Accident Logs in IMMS and validate them once all response and repair work has been completed and linked in the IMMS system. Maintains various logs and files to monitor the billing process and maintain accident log files to be in compliance with guidelines and retention limits established by Headquarters' auditing protocol.     This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans's evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee's designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

    Special Requirements

    Experience: One year of experience performing the duties of a Staff Services Analyst, Range C.

    Or II

    Experience: Three years of professional analytical experience performing duties in one or a combination of the following or closely related areas: budgeting, management analysis, personnel, planning, program evaluation, or policy analysis.Promotional candidates who are within six months of satisfying the experience requirement for this class will be admitted to the examination, but they must fully meet the experience requirement before being eligible for appointment.
    (One year of graduate work in public or business administration, industrial relations, psychology, law, political science, or a related field may be substituted for six months of the required nonsupervisory experience).
