- Manage personnel to include authorizing time off, approving payroll; prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe work environment; and making lawful termination decisions.
- Identify, assess, and inform the Board of Directors of internal and external issues that affect the service.
- Act as a professional advisor to the Board of Directors on all aspects of the services activities.
- Participate in the development and implementation of goals, objectives, policies, and priorities; identify resource needs; recommend and implement policies and procedures.
- Ensure that the programs and services offered contribute to the mission and reflect the priorities of the Board.
- Manage the day-to-day operations and delivery of the programs and services offered.
- Effectively manage human resources of the service according to the policies and procedures that meet current laws and regulations.
- Determine appropriate staffing levels and hire/retain competent, qualified staff.
- Implement a performance management process for all staff, which includes monitoring the performance of staff on an on-going basis, conducting annual performance reviews, and maintaining current job descriptions for each position.
- Prepare and present operational, financial, and statistical reports to the Board of Directors.
- Respond to and resolve client, staff, and management concerns and/or complaints.
- Approve expenditures within the authority delegated by the Board.
- Ensure that sound bookkeeping and accounting procedures are followed.
- Administer the funds of the service according to the approved budget and monitor the monthly cash flow.
- Identify and evaluate the risks to the services people (clients, staff, and management), property, finances, goodwill, and image and implement measures to control risks.
- Ensure that the service carries appropriate and adequate insurance coverage that is compliant with both federal regulations and the Three Trails policy manual.
- Establish and maintain relationships with various local organizations and utilize those relationships to enhance services offered.
- Oversee the design, marketing, promotion, delivery and quality of program and services offered.
- Seeks and writes applicable grants.
- Review and approve contracts for services.
- Represent the Three Trails Counseling EFAP by responding to the public citizens, its employees and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor.

Three Trails Employee Family Assistance Program (EFAP)
Position Summary:
The Executive Director is responsible for the leadership and management of the Three Trails EFAP.
The incumbent has overall strategic and operational responsibility over Three Trails staff, operations, and execution of its mission according to the strategic direction set by the Board of Directors.
Responsibilities include but are not limited to budget administration; establishing goals and procedures; evaluating and prioritizing projects; assigning tasks and monitoring the performance of subordinates; maintaining records; and preparing operational and financial reports.
Incumbent reports to the Board of Directors.Essential Duties:

A minimum of five years experience managing programs or operations of a non-profit agency or organization, with at least two years in a supervisory capacity; or an equivalent combination of education and experience.
Experience handling financials and fiscal responsibility.Demonstrated experience working with a Board of Directors.
Bachelors Degree from an accredited college or university preferred.
Possession of a valid Wyoming drivers license preferred.
Basic grant writing and oversite preferred.
Knowledge & Abilities (Position requirements at entry):

Applicable Federal, State and Local laws and rules and regulations of managing a Counseling Center.
Administrative principles and practices, including goal and objective development, work planning and employee supervision.
Principles and practices of budget preparation and control.
Operational characteristics, services, and activities of a Counseling Center.
Procedures, methods, and techniques of a business operation including accounts payable, accounts receivable, payroll and cash flow.
Ability to:
Manage and coordinate the work of personnel.
Plan and manage compliance with reports, analysis and regulations relating to budget administration.
Interpret and explain policies and procedures.
Prepare and present accurate and reliable reports which contain findings, set directions, and offer recommendations to achieve desired goals and end results.
Establish and maintain effective working relationships with those contacted in the course of work.Provide leadership and direction.
Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.

Physical Requirements:
Positions in this class typically require stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, talking, hearing, seeing and repetitive motions.
Position may require exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.
Salary and Benefits:
Salary Range:
$60,000 - $65,000
Employer paid retirement plan: 8.25% of salary.
Every other Friday off (72 hour pay period)
Paid Time off:
Vacation time Full Time Employees will be entitled to the following vacation schedule:
0-5 years of service 15 days
6-10 years of service 20 days
11 15 years of service 25 days
16+ years of service 30 days
Sick Leave:
Time accrues at 1 day a month.
Bereavement Leave 3 days a year is provided for Bereavement Leave.
