    The Illinois Office of the Comptroller is seeking applicants for the position of Public Service Administrator (PSA) - Receivables


    The Comptroller is the chief fiscal control officer for the Illinois government, charged by the constitution with maintaining the state's central fiscal accounts and ordering payments into and out of the appropriate funds.

    The office processes more than 16 million transactions annually and serves as a "fiscal watchdog" to ensure that all state payments meet the requirements of the law.

    The Comptroller's office provides meaningful and timely fiscal information to help state policymakers adopt effective policies. The office continually seeks new ways to improve how it serves the public.

    The Comptroller has updated and streamlined the Comptroller's website and has led the process of updating the state's payroll and accounting systems.

    Comptroller Mendoza is committed to running the Office of Comptroller as a financial watchdog for the interest of Illinois citizens and to installing the most modern and transparent systems to make the state's financial information available to all.


    Under administrative direction of the Receivables Manager, the Public Service Administrator (PSA) develops and supports maintenance of an accounts receivable reporting system for the Office of the Comptroller.

    The incumbent assists in the preparation of all statutorily required reporting for receipts and receivables and is responsible for the data entry and scanning of all PLACE receipt and report information for the Office of the Comptroller.

    Job Responsibilities


    • Supports the maintenance of the accounts receivables for the Office of the Comptroller, including tracking gross receivables, existing and new accounts receivables, collections, and write-offs for statewide reporting.
    • Documents and tracks receivables collected.
    • Develops and maintains databases necessary to initiate and monitor collection efforts for all accounts receivable for the Office of the Comptroller.
    • Prepares the required documentation to notify individuals and / or entities of the amounts due to the State of Illinois.
    • Determines the appropriate method of collection.
    • Prepares the required documentation to establish and maintain accounts with Collection Agencies, the Office of the Attorney General and/or the Office of the Comptroller Involuntary Withholding System, as necessary.
    • Performs data entry and scanning of PLACE receipt and report information for the Office of the Comptroller. Entry is required in the PLACE Database within forty-eight (48) hours of receipt by the Budget and Fiscal Department.
    • Assists with the preparation of the Monthly and Quarterly Account Receivable Reporting for the Office of the Comptroller.
    • Assists with the preparation of the Annual Fee Imposition Reporting for the Office of the Comptroller.
    • Assists with the debt collection process for the office.
    • Determines the appropriate method of collection.
    • Reports office accounts receivable to the State and Debt Collection Board as necessary.
    • Prepares and enters Involuntary Withholding for the office. Prepares monthly report of Involuntary Withholding activity for review.
    Minimum Qualifications


    • Requires knowledge, skill and mental development equivalent to completion of four years of college preferably with courses in accounting, communication, and public or business administration, which includes at least 18 quarter or 12 semesters hours of accounting, auditing, mathematics, statistics, or budgeting.
    • Requires three years of progressively responsible administrative experience in a public or private organization; including experience in accounting, budget, customer relations, finance, payroll, or public administration.
    Any equivalent combination of training and experience will be considered.

    Preferred Qualifications


    • Prefer one (1) year of experience working with accounts receivables policies and procedures.
    • Prefer professional experience requiring demonstrated skill in building a collaborative environment and establishing or maintaining consistency in business processes and technical-level decision-making.
    Knowledge, Skills, and Abilities


    • Requires extensive knowledge of public and business administration, principles and practices.
    • Requires extensive knowledge of office programs and service objectives, activities and operational systems.
    • Requires ability to express ideas clearly both orally and in writing.
    • Requires ability to develop and maintain satisfactory working relationships with employees, legislatures, judicial and executive branch officials, other office representatives and the general public.
    • Requires thorough knowledge of laws, administrative rules, regulations, procedures and policies governing the Office of the Comptroller and the interpretation, implementation and application of such laws.
    • Requires ability to plan and prioritize complex projects and to manage them from conception to conclusion, including identifying and resolving problems to ensure project accuracy and timelines.
    • Requires a working knowledge of Illinois' Cemetery Care and Burial Trust Statutes.
    • Requires a working knowledge of Local Government Reporting Statutes.
    • Requires ability to develop and manage an office program and analyze problems and adopt an effective course of action.
    • Requires ability to exercise judgment and discretion in developing, implementing and interpreting departmental policies and procedures.
    • Requires working knowledge of personal computers and software.
    • Requires extensive knowledge of the functions and organization of State government.

    This position is eligible to be a member of the State of Illinois Group Insurance program which includes health, dental, vision, and life insurance coverage options.

    Additionally, this position will annually accrue 12 paid sick days, a minimum of 12 paid vacation days, 4 paid personal days, and be afforded 14 paid state holidays, prorated based on start date.
