    Program Manager NSWCPD Code 00Q Philadelphia, PA Responsibilities: Position is for the Program Manager, NSWCPD Code 00Q support, to lead team supporting Quality Assurance and Technical Administration Support services

    This support will include supporting:
    Quality Management System Program, Systems Engineering Process (SEP) Quality Assurance Program, Shipboard Work Quality Assurance Program, Command Level I Material Program, SUBSAFE Program Office, Special Programs/Test Site Quality Assurance, and Naval Foundry Propeller Center (NFPC)
    The primary support will be to the NSWCPD Quality Management Office C/00Q Quality Management System (QMS)
    The QMS is focused on consistently meeting customer requirements and enhancing customer satisfaction, ensuring that functional areas are compliant with Navy standards and the NSWCPD QMS
    The QMS Division ensures that the performance and quality of services conform to established internal and external standards and guidelines
    NSWCPD C/00Q is responsible for providing quality planning, quality control, quality assurance and quality improvement, and the oversight of functional areas to ensure continuous process improvements are implemented
    The QMS team facilitates and participates in Critiques and trouble reports, conducts audits, surveillances and self-assessments, inputs, tracks and evaluates command quality commitments, maintains Quality Management System (QMS) and website repositories
    The Program Manager will lead the support team to ensure, enact, and validate project execution in accordance with Department of Navy requirements and within time constraints
    The support team will provide project scheduling, resource loading, on-site personnel management, partnering with government project managers to ensure all key activities and actions are captured, scheduled, and risks identified and mitigated

    Specifically, the Program manager will:

    • plan and direct tasks, as well as perform on-site supervision of subordinates, when required
    - determine resource requirements and costs
    - prepare project schedules, including resource loading, dependencies, and critical path analysis
    - monitor progress of task and prepare progress reports
    - review products before they are delivered
    - communicate with all levels of management both orally and in writing
    - partner with government project managers to ensure all key activities and actions are captured, scheduled, and risks identified mitigated
    - validate and verify work products and services of subordinates meets with expectations and requirements
    The Program Manager will have excellent organizational, communications, and presentation skills

    Requirements:

    • Must be a US Citizen with a Secret Security Clearance
    • Bachelor's Degree in Business from an accredited college or university
    • Five (5) years of experience of program or project management experience working with U.S
    Navy Security programs and/or projects
    This individual should have five (5) years of experience as a Program Manager, to include contract and sub-contract management, budgeting, scheduling, planning, estimating, and progress
