    Serco-NA is seeking a motivated Senior Logistics Analyst to provide oversight for the COLUMBIA Class program office in Washington, DC. This program office is responsible for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation and Live Fire Test and Evaluation of the COLUMBIA Class submarine. The program is a major defense acquisition program and is of significant political importance with Congress and the Office of the Secretary of Defense.

    Serco supports the US Navy as a prime for their Team Submarine contract supporting the acquisition of submarines. The Team Submarine concept unifies once diverse submarine-related activities into a single submarine-centric organization with the goal of eliminating traditional stovepipe structures and processes that created impediments and inefficiencies in the submarine research, development, acquisition, and maintenance communities. Team Submarine provides improved communication among the various offices that contribute to the overall success of the United States Submarine Force.

    The Senior Trident Refit Facility (TRF) Kings Bay On-site Logistics Analyst position reports directly to the PMS397L MILCON Program Manager and, as required, to the Product Support Manager and PMS397 Program Manager. This position requires the person to be extremely diligent and organized. The TRF on site representative will perform the following duties:

    Responsibilities

    • Function in a fast paced and sometimes ambiguous environment.
    • Communicate with PMS397 MILCON PM as required to seek further approval or clarification.
    • Perform Quality Assurance and Quality Control functions as applicable, including but not limited to reviewing plans, specifications, work packages or other technical documentation for accuracy and compliance to established procedure or requirements.
    • Represent PMS397 at various meetings with NAVFAC, EB, TRF and the General Contractor.
    • Review each site daily and provide status updates to PMS397 MILCON Lead.
    • Evaluate the teams performance and provide recommendations for ways to improve as required.
    Qualifications:

    Required:

    • Bachelors degree with 8 years of experience in logistics and/or management; education requirements maybe adjusted or waived for highly skilled candidate.
    • Excellent communication and leadership skills.
    • Proven experience in MILCON management and leadership.
    • Strong understanding of TRF processes and purpose.
    • Experience with developing business case analyses.
    • Strong problem-solving skills and the ability to navigate complex organizational structures.
    • Travel to TRIDENT Refit Facility (TRF) Kings Bay, Washington Navy Yard, Electric Boat and other stakeholder locations as required (up to 25% travel).
    • Secret Clearance required.

    Beneficial Experience:

    • Recent military work experience at TRF Kings Bay.
    • Experience with Program Management Institute Body of Knowledge, Project Management Professional.
    • Experience in creating detailed decision support materials for senior leadership.
    • Experience in providing feedback to programmatic documentation.
    • Experience in reviewing test procedures and requirements documents.
