    Job Summary

    At Goldrich Kest our people are our greatest asset.GK is seeking a Director level candidate with a demonstrated record of achievement to lead the Regulatory and Affordable Compliance team supporting the multi-family Affordable Portfolio and LOWMOD units in the conventional portfolio. This highly important position will be accountable for Federal, State and local regulatory compliance through coordination with agencies and monitoring agency requirements of the entire residential portfolio.The Senior Manager will guide a team of compliance specialists and support the property management team through engaged training, guidance and technical support, conducting quality assurance audits; developing HUD and/or company policies and procedures to assure compliance in all areas related to housing program(s), Train the Affordable Property Management Team.Oversee Annual Recertification Status for entire Affordable Portfolio.

    Essential Functions

    • Analyze, evaluate, and monitors changes in Housing and Urban Development (HUD) regulations and guidelines, Fair Housing and other city/state regulations and prepares new or revised policies and procedures as necessary.
    • Develop and administers training programs as they relate to GK company policies, HUD, other related program policies, regulations and implements procedures for the site staff.
    • Reviews and oversees the processing of Section 8 Housing Assistance Payments Contract Renewals, Rent Increase Packages, Utility Analysis, and Required Notices to the Residents to insure accuracy and timely submission in accordance with HUD and other Regulatory Agency Guidelines
    • Reviews Restricted Fund Analysis to insure compliance with established bid procurement policies and to insure timely submission of requests for withdrawals from Restricted Funds in accordance with HUD and Mortgage Company Guidelines
    • Reviews and supervises exemptions from the Rent Stabilization Ordinance (RSO) and the processing of mandatory fees for the RSO, and Systematic Code Enforcement Program (SCEP) and oversees the Completion of Annual Rent Registration Processing.
    • Reviews and oversees the processing of Capital Improvement Rent Increases for the Rent Controlled Properties in the Conventional Portfolio in accordance with regulatory agency requirements, and closely monitor regulatory changes related to rent control related issues, and keep management apprised of new requirements.
    • Review of audited financial statements from a regulatory perspective, and coordinate responses to correspondence received from regulatory agencies, and oversee the processing of payments due to regulatory agencies, such as the funding to residual receipts or earned surplus, payment of surplus cash loans, and land lease payments
    • Oversee the processing of legal fees and payments due the non-profit managing general partner in conjunction with annual property tax savings
    • Monitor compliance with Government Agency requirements related to the update of partner changes in accordance with HUD requirements, annual to maintain compliance with updating the System for Award Management (SAM) requirements, updating of the GK Management Entity Profile per HUD Guidelines, and coordinate responses to inquiries from regulatory agencies.
    • Oversee Section 504 Reasonable Accommodation policy, procedure and implementation.
    • Review MOR responses and recommendations for adequacy and soundness of findings and recommendations.
    • Oversee the CLA audits and internal file audit programs.
    • Oversee Windsor Compliance partnership by having a phone conference on a monthly basis.
    Other Responsibilities
    • Serve as the GK Liaison between government agencies and industry organizations such as AHMA PSW, HUD, LA LOMOD, CAHI & CalHFA
    • Compilation and Updating of Real Page Portfolio Management (RPM) database, (formerly known as "Dashboard Reporting"). Support Regional Manager and Director in updating property information, initiatives, and SWOT analysis for the Affordable Portfolio
    • Assist in Special Projects such as the Compliance with of Energy Benchmarking Reporting requirements
    • Assist in conducting Periodic Assessment Audits and verifying the uploading of EIV reports
    • Assist in preparing a "pre" audit of a sample of tenant files to verify annual inspections have been completed, and audit of application files for periodic assessment compliance
    • Review properties upon management request to insure rent increases have been processed timely
    Performs other duties as assigned.

    Materials and Equipment

    This role routinely uses standard office equipment such as laptop computers, smart phones, photocopiers, filing cabinets and other presentation materials.

    Knowledge, Skills and Abilities
    • Strong organizational and analytical skills
    • Working knowledge of HUD Project Based Section 8 Program, Fair Housing and City/State laws
    • Working Knowledge of Accounting and Finance and Budgeting
    • Proficiency in Microsoft Office Products Software applications, and Real Page System
    • Effective communication skills to establish rapport with outside agency contacts
    • Strong managerial and leadership skills and the ability to elevate performance of staff
    Minimum Qualifications Required
    • Bachelor's Degree
    • Master Degree in Business Administration OR have ten (10) years of professional level experience in Affordable Housing HUD with five (5) years in a supervisory capacity.
    Certifications

    COS, FHC, ACPO, NAHP-e, Certified Financial Specialist, or similar
