    Summary Seeking a Lead Personnel Security Specialist in the BI Contractor Security to lead a team of Personnel Security Specialists and Security Assistants, under supervision of a Branch Chief.

    The Lead will manage and solve problems, implement new program initiatives, and build strong alliances across a multi-faceted cross functional organization and requires a change agent with the ability to foster relationships with multiple stakeholders to transform and improve policies, processes, and operations.

    Responsibilities As a Lead Personnel Security Specialist you will be responsible for the following duties:

    Monitors workloads and projects and coordinates team member assignments to ensure all are completed in a timely manner and within required guidelines.

    Advises management of areas requiring attention, such as performance matters and developing workload fluctuations.

    Provides guidance and instruction to lower-graded staff regarding interpretation of guidelines and policies, and is responsible for quality reviews of their work.

    Acts as mentor and group advisor for less senior staff. Provides technical assistance to contractor personnel as needed. Prepares or updates training, instructional, and operational manuals that are critical to the operational efficiency of the branch.

    Current DCSA employees who reside or are currently employed in the Boyers, PA local commuting area, which includes the Pennsylvania counties of Butler, Clarion, Armstrong, Allegheny, Beaver, Lawrence, Mercer, Crawford, Erie, Venango, Jefferson, Indiana, and Westmoreland; Ohio counties of Columbia, Trumbull, and Mahoning; and all cities existing in Pennsylvania or Ohio within the geographic area bounded by the outer boundaries of the combined areas of the aforementioned counties.

    Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

    You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-12 in the Federal service and are prepared to take on greater responsibility.

    Generally, this would include one year or more of such specialized experience.

    Specialized experience for this position includes:
    Operating Contractor Tracking System (CTS) and subsequent Contractor Security branch workflows. Processing workflows within CTS and working with subordinate staff to trouble shoot and provide clear instruction. Prior CTS responsibilities include tracking data, information maintenance and protection, data verification and analysis, and report generation. Additionally, I have planned, designed, and carried out assigned projects independently.
