    This position is responsible for assisting with fiscal and analytical functions of the Public Works Department, and other professional administrative duties for the Public Works Department.

    * This is a part-time position and is subject to the 1,000 hours rule.

    NOTE :


    Program Support employees do not accrue Town benefits and may not work more than 950 hours in a rolling 12-month period .

    Essential Functions
    Conducts complex analytical studies and other analytical reviews with implications for administrative problem solving independently; prepares detailed written reports with conclusions and recommendations to assist in making quality, data driven decisions; makes oral presentations regarding findings and recommendations

    Monitors and supports performance management initiatives: monitors benchmarks and performance measures and reports progress to Manager's Office; and assists division managers in considering operational improvements based on evaluation of performance measures and benchmarks to foster organizational change and improvement.

    Assists the Management Analyst in coordinating the fiscal operations of the department; provides support in preparing and monitoring the department's annual operating and capital budgets; conducts complex financial analyses with implications for department operations and policy development; and prepares fiscal-year end closing and related reports.

    Assists in coordinating personnel operations of the department; reviews departmental recruiting and selection procedures and hiring recommendations.

    Drafts and reviews written materials for the department; develops internal operating procedures and policies; assists division managers in responding to service requests and complaints; develops content for department webpages, printed brochures, special announcements, press releases and other written materials for the department; reviews and drafts departmental agenda items for staff in preparation for Town Council meetings.

    Provides administrative support to management; performs special assignments and directs special projects as necessary.

    The work is typically performed while sitting at a desk or table, standing or stooping. The employee usually lifts light objects.
    The work is typically performed in an office environment.
    Minimum Qualifications

    Knowledge of:
    Research, analysis, and program evaluation
    Governmental accounting standards and audit standards for state and local government units
    Accounting principles and practices, including budget preparation, cost analysis, and inventory control
    Local governing ordinances and policy
    Proper grammar, spelling, and punctuation
    Standard business computer software

    Ability to:
    Communicate effectively orally and in writing
    Perform complex professional personnel work independently
    Interpret and explain department policies to employees and the public
    Analyze complex and confidential issues and draw logical conclusions
    Prepare and present clear and concise reports, findings and summaries
    Collect, compile, and analyze information and data
    Establish and maintain effective working relationships with others
    Follow rules of confidentiality
    Learn proprietary government software

    Education


    Bachelor's degree in Business Administration, Public Administration or a related field or an equivalent combination of education and experience that provides the required knowledge, skills and ability to perform the duties.

    Current graduate student pursuing a Master of Public Administration or Business Administration degree preferred.
    Experience
    One year of experience in budget preparation and analytical report writing.
    Licenses/ Certifications

    Possession of a valid driver's license issued by the State of North Carolina or the ability to readily obtain one.
