    Job DescriptionDescription:

    Summary/Objective: The Recovery and Empowerment Specialist functions as a member of an integrated team to assist individuals with serious mental illness and to eliminate functional deficits and interpersonal/environmental barriers to restore their functioning and integration in their family, community, or culture. Intended to build skills and self-efficacy through Psychoeducation & Skill Building, Rehabilitation Counseling, Psychosocial Rehabilitation with an Employment Focus and Psychosocial Rehabilitation with an Education Focus to promote and facilitate community participation and independence, through solution-focused interventions, the Specialist delivers face-to-face, person-centered, and recovery-oriented mobile behavioral health supports in individual or group settings.

    Essential Functions:

    1. For support, mentorship, and treatment team collaboration, participates in regular group and individual supervision.
    2. Ensures eligibility and appropriateness for enrollment and continued enrollment.
    3. To assist in the development of an Individual Service Plan (ISP), completes initial screenings and baseline data collection for assigned clients.
    4. Maintains accurate records in the designated EMR, completes assessment and documentation timely, professionally, and accurately.
    5. In settings where they live, work, learn and socialize, assists individuals in improving their functional abilities through rehabilitation counseling, skill building and psychoeducational interventions
    6. To sustain independent community living with a focus on employment and/or educational goals, helps individuals to support and restore needed social and interpersonal skills
    7. Works with individuals to build on support networks and enhance social skills such as engagement, conversation and listening skills
    8. To assist in developing personal autonomy such as learning to manage stress, symptoms, relapse triggers, free time and pursue leisure interest, provides individual psychoeducation and skill building
    9. As applicable, teaches pre-vocational concepts such as work compliance, attendance, task completion, problem solving, and safety
    10. Coordinates activities that support job attainment and retention and provides learning and work experiences that strengthen soft skills
    11. Supports comfortable interactions with health care professionals and establishes positive health routines and practices
    12. Assists in the improvement of health wellness and personal self-care activities and skills needed to promote autonomy and independent living
    13. Assists clients to identify strengths and develop problem solving strategies to further enhance those strengths.
    14. As needed, trains and mentors new staff/providers, offering on-the-job shadowing opportunities and guidance.

    Special Requirements: Work Environment: Office environment will require occasional travel to recruitment events, local schools, conferences and/or meetings and moderate travel within the community to include off-site/in-home visits. May have contact with service recipients that are agitated and/or are in crisis. Some risk involved working with service recipients with mental illness. Works in an office setting with a controlled temperature environment. Occasional exposure to inclement weather conditions may occur depending upon assignments.


    Equipment: This position is required to maintain a working knowledge of related office equipment including personal computers and printers, audio-visual equipment, telephone systems, copiers, fax machines, etc.Physical Demands: Must be able to sit, stand, walk, lift, carry, push/pull, climb, bend, and stoop. Must be able to perform fine motor skills, read, and type. Must be able to sit for long periods of time. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.


    Position Type/Expected Hours of Work: Part-time, less than 30 hours weekly, traditional hours required along with occasionally some non-traditional hours. This position is required to work on-site, and offsite/in home visits.


    Travel: Travel is required throughout service area (Jefferson, Lewis, Oswego, and St. Lawerence County).


    Required Education and Experience: A minimum of a High School Diploma or equivalent and one-three years of relevant work experience in a behavioral health setting is required. Experience may be waived for those possessing a bachelor's degree. A Certified Peer possessing a certificate through the New York Peer Specialist Certification Board. Student Interns participating in a supervised educational program at an institution approved by the State Education Department leading to a degree and eligibility for NYS licensure or certification under the following professions are encouraged to apply: Creative Arts Therapist, Psychoanalyst, Psychologist, Marriage and Family Therapist, Mental Health Counselor, Nurse Practitioner, Physician, Physician Assistant, Psychiatrist, Registered Professional Nurse, and Social Worker.

    Strong organizational abilities and office skills are essential for this position. This person must also have excellent people skills and be a team player. Ability to work with diverse populations. Must demonstrate effective and excellent oral and written communication skills and the ability to work cooperatively with others. Must be detail-oriented and possess excellent time-management skills. Requires self-direction, tact, diplomacy, and the ability to be clear, courteous, and professional. Able to react to change productively and handle other duties as assigned.

    Additional Eligibility Qualifications:

    Must maintain privacy of confidential information. Successful completion of routine pre-employment requirements as mandated by the New York State Department of Health, Office of Mental Health and Office of Children and Family Services along with ongoing clearances and exclusion checks. These requirements are to include employment health requirements, reference checks, criminal background checks/fingerprinting, State Central Registry clearance and your eligibility to work in the United States. A valid NYS driver's license required. Corporate Compliance, HIPAA Privacy Security, and Workplace Harassment and Discrimination Training and Nonviolent Crisis Intervention, First Aid and CPR will be required following date of hire.
