    Up to 25% Type of Travel: Local * * * What You'll Get to Do: As the CACI-SOAS Baumholder Stationing Project Manager, you will provide United States Army Special Operations Command (USASOC) Deputy Chief of Staff Engineers Directorate (DCSENG) with Enhanced Project Management skills to plan, budget, and schedule the relocation of 1-10 SFG from Stuttgart, Germany to Baumholder, Germany.

    This project will require effective planning, organization, resourcing, and coordination, including project management skills, such as risk assessment, scheduling, budgeting, and stakeholder management.


    More About the Role:

    This project requires detailed planning abilities to lead enterprise-wide Operational Planning Teams; manage Cross-Functional collaboration; and development of viable courses of action for command consideration up to the SECRET level.

    The primary task is to coordinate the on-site permissions and activities to relocate 1-10SFG's facility requirements from Stuttgart Germany to Baumholder Germany.

    The contractor will have expert planning skills and can write implementing guidance and Plan of Action and Milestones (POAM) to facilitate the move and key leader engagements.

    Writing and briefing skills must be ready to excel at 4-star level command.


    Duties and responsibilities will include:

    • Coordinate planning and programming with USASOC G3 and Engineer Division leadership.
    • Coordinate budget execution with 1-10SFG, Garrison Stuttgart, Garrison Baumholder, and US Corps of Eng leadership.
    • Coordinate host nation agreements with IMCOM-E and US Army Europe.
    • Execute day-to-day management, administration, and gap analysis of project tasks.
    • Develop Relocation updates to SOCOM leadership for dissemination to the SOCEUR enterprise.
    • Research and analyze DOD, Interagency, Service, and Combatant Command policies, strategies and concepts associated with SOCEUR strategy, missions, and forward presence in the EUCOM theater.
    • Lead Operational Planning teams by employing Army Design Methodology to develop COAs for decision.
    • Write Implementing Guidance, coordinating instructions, OPORDs, EXORDs, or POAMs to restation SOF elements to Baumholder by October 2026.
    • Plan and support execution of command wide planning and decision forums for Stuttgart Germany to Baumholder Germany relocation.
    • Develop and maintain an electronic resource, to include key points of contact, to be used for mission continuity that may be accessed.
    • Coordinate Company level movements from Stuttgart to the acceptance and occupancy of facilities at Baumholder, Germany.
    • Coordinate Company level access to Ammunition Holding Area, local training area, and major training area.
    • Identify mission operations facilities gaps in construction to transfer C4I to Baumholder.
    • Identify mission support facility gaps in construction to receive personnel, and equipment at Baumholder.
    • Identify the logistics and garrison support facility gaps to receive personnel and families at Baumholder.
    • Identify Baumholder facility emplaced equipment (ie communication, physical security, & furniture) gaps that prevent reception of personnel or equipment from Stuttgart.
    • Identify agreement gaps to access ammunition holding area, local training area, and major training area ranges.
    • Identify force protection and security gaps in mission restricted area

    Bring These Qualifications:

    • PMP Certification.
    • Extensive planning experience and knowledge of Army Design Methodology.
    • Experience witing OPORDs, EXORDs, Coordinating Instructions, and/or POAMs.
    • Demonstrated abilities in relationship development and management, stakeholder communications, and planning experience.
    • Demonstrated ability to excel at written and oral communications. Weekly/monthly reporting requirements will be disseminated to inform the SOCEUR enterprise.
    • Analytical experience related to planning, management, gap analysis and/or administration.
    • Active DoD Secret clearance These Qualifications Would be Nice to Have:
    • Preferred 3 years staff experience at Army Division or equivalent and higher - OR - 3 years at a Component Command/TSOC.
    • Experience conducting operations analysis in support of DoD, CCMDs or Services as military, government and/or contractor support .
    • Bachelor's degree; preferably in a Logistics/Supply Management field or General Business Administration.
