    Harris County Pollution Control Services Department (HCPCS)Mission


    The mission of Harris County Pollution Control Services Department (HCPCS) is to protect the citizens of Harris County from environmental impacts through firm, consistent enforcement of state and federal regulations.

    The ultimate goal of PCS is clean air, water, and proper management of waste.

    The activities PCS are directed toward ensuring clean air and water for the citizens of Harris County, consistent with the protection of public health, enjoyment of property and the protection of plant, animal, and marine life.

    What you will do for Harris County Pollution Control


    Under the supervision of the Compliance Services Supervisor, the Compliance Coordinator-Airorganizes and directs compliance related activities with regard to air quality to protect publicheal and the environment by bringing non-compliant individuals into compliance .

    Adherence tocompliance will utilize cooperation, mediation, training, or legal action as necessary.

    TheCompliance Coordinator-Air will routinely review field investigations of air violations and makedeterminations as to the course of action the County will pursue to ensure environmentalstewardship.


    Duties and Responsibilities:

    • In conjunction with Compliance Supervisor review and provide expert analysis regardingdepartmental air inspection checklists, forms, and procedures for air quality inspections.
    • Application of State of Texas air regulations/serve as subject matter expert.
    • Review investigation reports and issue violation notices regarding air quality.
    • Determine compliance of air violations and resolution of violations issued.
    • Evaluate unresolved violations for possible litigation procedures.
    • Conduct timely follow-up with violators and continue open communication throughout the complianceprocess.
    • Determine if re-inspections with Field Services is necessary for compliance to evaluateresolution.
    • Coordinate enforcement activities between PCS and the Harris County Attorney's and Harris County District Attorney's offices by:
    • Providing technical assistance from initiation of enforcement to the conclusion, including before and during trial or mediation.
    • Assisting in trial preparation/litigation process.
    • Reviewing and editing all draft documents during litigation, including Original Petitions, Temporary and Permanent Injunctions.
    • Conducting penalty analysis regarding an emission event.
    • Participating in the negotiation of settlements.
    • Coordinate enforcement activities with local, state, and federal agencies under the direction of the Compliance Manager.
    • Review Harris County Tax Abatement Applications and provide recommendations to the Office of Economic Development on applicant's environmental compliance history.

    Administrative:

    • Assist in the development of forms and notices to be used in the Field Services section, Technical section, and Compliance section under the direction of the Compliance Supervisor/Compliance Manager.
    • Ensure that confidential litigation information is not released to the public or unauthorized personnel, maintained in accordance with legal standards.
    • Maintain an electronic documentation system for enforcement case management.
    • Maintain statistics on enforcement activities including criminal, civil, cases, violations, and etc.

    Requirements


    Education:

    • Bachelor of Science degree from an accredited college or university with a major in chemistry, biology, environmental sciences, or related field


    Experience:


    • Two (2) years of work experience in air pollution/air regulations investigation

    Knowledge, Skills, and Abilities:

    • Ability to manage multiple projects and work independently.
    • Must be highly detailed and organized with excellent analytical and problem-solving abilities as well as displaying excellent verbal and written communication and interpersonal skills such as active listening, working together as a team.
    • Working knowledge of state and federal pollution control regulations in regard to air.
    • Ability to use Microsoft Office programs including Word, Access, Outlook, and PowerPoint.
    • Good verbal and written communication skills.
    • Good organizational skills.
    • Ability to understand mechanical applications.

    Education, Certification and Training:

    • Master of Science degree from an accredited college or university with a major in chemistry, biology, environmental sciences, or related field. (preferred)
    • Formal investigative training. (preferred)
    • 40 Hour HAZWOPER certification with annual refresher (preferred)
    Knowledge/

    Experience:


    • Working knowledge of computer software programs for complaint/case tracking/compliance. (preferred)
    • Working knowledge of SharePoint computer applications. (preferred)
    General Information

    Position Type and Typical Hours of Work:

    • Full time | Monday - Friday | 8:00 am to 5:00 pm.
    • After hours and/or weekend work on occasion. On call during emergency events, natural disasters, etc.

    Reporting Relationships:

    • Reports to Position: Compliance Service Supervisor
    • Supervised Positions: None

    Work Environment and Physical Demands:

    • Office and field work at industrial facilities (PPE).
    • Routine use of standard office equipment such as computers, phones, photocopiers and filing cabinets.
    • This is largely a desk-bound role with some field work.
    • Wear protective clothing and PPE including a full-face respirator when necessary. A medical exam and monitoring required. Must be able to meet established safety standards for PPE and full-face respirator.
    • Ability to lift files up to 15 pounds.
    Employment may be contingent on passing a drug screen and meeting other standards.
