The position will be responsible for the administrative support of professional program services and resources for all staff working in the assigned area under Medicine Service which consists of 10 Sub-specialties, Primary Care, and the Emergency Department.

With general guidance from the Health Systems Specialist and Chief of the Service, the incumbent independently processes all new appointments to the service such as developing provider files, requesting computer access, initiating PIV card requests, scheduling service orientation and service specific mandatory training, initiating key requests, etc.

Assists with recruitment activity from initiation to appointment by coordinating interviews, securing required paperwork such as applications for clinical privileges, licensure, DEA certification, ACLS/BLS certification, and Board Certification for inclusion in provider files.

Serves as a liaison with the Credentialing Office to facilitate gathering all requested information pertaining to new appointments and re-credentialing packets.

Serves as the HR point of contact to facilitate all communication and action items, as necessary.

Provides advice and assistance to managers and staff concerning Federal and agency personnel processes and procedures as they relate to procedures and policy for personnel actions, new appointments and classification requests.

Keeps managers informed of the status of on-going personnel actions. Provides advice in solving complex personnel-related procedural matters concerning recruitment, classification, etc. Gathers Market Survey Data, to include Medicare rates, for physician pay proposals developed by the HSS for the Chief, Medicine Service

Develops and implements administrative procedures such as service level orientation schedule for new hires, service specific training to include CPRS, welcome package of instructions and service expectations, monitoring of fee basis expenses for budget forecasting within the Service to ensure compliance with accreditation standards, VISN guidelines and facility policy for Service Chief approval.

This includes assisting Medicine Service Management team to ensure compliance with national and VA requirements to include but not limited to the Office of the Inspector General (OIG), The Joint Commission (TJC), and local VISN.

Directs administrative support services such as HR and Fiscal as well as subordinate sections to ensure that inquiries, correspondence, and actions for the area of responsibility are addressed appropriately on behalf of leadership.

Develops information papers and correspondence on wide variety of administrative functions.

Reviews and evaluates completed staff actions (memos, reports, studies, fact sheets, information papers) for overall quality of the document, appropriate levels of coordination, consistency, logic, soundness of recommendations, and compliance with policy.

The position is responsible for coordinating with managers to ensure compliance with VA training for all Clinical Service staff including local mandatory training as well as specialized training.

Identifies training needs for administrators. Coordinates the activities of Medicine Service with site Education Liaison to ensure consistency. Reports status to Medicine Service team on a regular basis and identifies areas of vulnerability within assigned department.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization.

Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled.

To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

You will receive credit for all qualifying experience, including volunteer experience.
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements:
The work is sedentary. It occasionally requires carrying of light objects such as files, books and papers; some walking, standing and bending. No special physical qualifications are required.
