    CONDITIONS OF EMPLOYMENT:
    New employees of the Department of Military Affairs will be required to pass a pre-employment drug screening.

    New employees of the Department of Military Affairs are required to participate in a direct deposit/electronic transfer program.

    The Department of Military Affairs is paid on a monthly basis.

    This position is a Cooperative Agreement position.


    As a CANDIDATE, you are required to provide documentation (i.e., High School Diploma or Equivalency, College Transcripts, ETC.) to verify meeting these Minimum Qualifications.

    Must be able to obtain a completion of a favorable National Agency Check background investigation clearance.


    NOTE

    MINIMUM REQUIREMENTS:
    A Master's Degree from an accredited College or University in Business Administration or Environmental Science or a science related field AND Two (2) years of experience as an Environmental Specialist or related field; OR


    A Bachelor's Degree from an accredited College or University in Business Administration or Environmental Science or a science related field AND Three (3) years of experience as an Environmental Specialist or related field.


    Must be willing to learn to utilize ArcPro software, GPS devices, and other GIS platforms to facilitate workflow and interdepartmental cohesion if no prior experience.


    DUTIES AND RESPONSIBILITIES:


    Responsible for management of Land Rehabilitation and Maintenance (LRAM) projects in the Integrated Training Area Management (ITAM) section at Camp Blanding for training land assets; including but not limited to, Landing Zones, Artillery Firing Points, Maneuver Trails, Observation Points, and Land Navigation sites.

    Plan, implement, and manage a variety of LRAM projects, including maintaining, repairing, or reconfiguring training land for mission support. Identifies projects based on training mission needs, soldier feedback, communication with range managers, and Range and Training Land Assessments. Ensures all projects adhere to the National Environmental Policy Act (NEPA). Responsible for following all BMP Manuals, and ensuring all required permits are obtained for LRAM projects.

    Responsible for participating in appropriate safety training annually, in addition to staying current in new developments/technologies with the land rehabilitation field.

    Maintains Public Applicator Herbicide License in either Natural Areas or Forestry.


    Oversee and conduct field work for LRAM projects, including seed spreading, seed procurement, fertilizer application, maneuver trail stabilization, herbicide application, and other field work.


    Knowledge and the ability to oversee/operate heavy equipment operation such as: 10 to 25 ton dump trucks, bulldozers, motor graders, vibratory compactors, excavators, skid steers, and agricultural tractors for the purpose of completing LRAM projects.

    In addition, utilize equipment such as a GPS unit, farm tractor with implements, brush mower, ATV, chainsaw, herbicide sprayer, seed collector, and any other ITAM equipment necessary to execute LRAM projects.

    Train and supervise ITAM personnel conducting LRAM field work. Responsible for the maintenance, upkeep, and reporting status of ITAM equipment to include research on parts and costs. Schedule routine maintenance necessary to keep machinery, equipment, and tools in good working order.


    Coordinate LRAM resource requirements by assisting in the preparation of work plans for the LRAM component, including a budget plan, personnel and field equipment expenses, bulk material purchases, and a detailed description of anticipated fieldwork.

    Provide technical expertise to prepare scopes of work. Participate in SRP and ITAM conferences and workshops to enhance understanding of program requirements. Write annual reports as directed by program supervisor.

    Provide technical guidance to other land management ITAM staff at Camp Blanding. Interact with installation, federal, state, and other agency staffs.

    Provide data and support to assist ITAM Coordinator with prioritization of Sustainable Range Awareness (SRA) and Training Requirements Integration (TRI) efforts and effectiveness.

    Knowledge of best management practices for erosion control.

    Ability to perform manual labor and operate equipment/machinery and hand-held power tools.


    Ability to operate heavy equipment such as agricultural farm tractors and implements, light bulldozer, skid steer, dump truck, all-terrain vehicles, grader, skid steer and excavator.

    Ability to utilize a GPS unit in the field.

    Ability to use ArcGIS software for simple data analysis and maps.

    Ability to communicate effectively orally and in writing to others.
