GENERAL PURPOSE

Under the direction of the Engineering Division Manager, this position provides professional and administrative leadership for city engineering as well as supervises employees and all work related to the following.

Development
Master Plans
Impact Fees (Studies and Implementation)
City Standard & Policy Changes
SWPPP/SWMP including LID
Floodplain
Inspections & Testing
Transportation/Traffic
Hydraulic Modeling and Studies

ESSENTIAL FUNCTIONS
Employee Supervision.

Coordinates and directs the efforts of Development and Staff Engineers, SWMP Administrator, Public Works Inspectors, Public Works Secretaries, Interns, and various consulting firms.

Civil Engineering Systems.

Advises the Public Works Director on all aspects of city engineering programs; attends meetings, writes reports, maintains records and creates standard procedures.

Performs civil engineering duties relative to planning,

hydraulic/hydrologic

modeling, surveying, preliminary and final design, drafting, contracting, inspection, and preparing specifications and legal descriptions for Spanish Fork City. Research and evaluation of designs, products and methods used to determine efficiency and effectiveness of proposed design.
Oversees the preparation of bonds to ensure all infrastructure is built to City Standards. Manages and coordinates the release of bonds once infrastructure is completed and accepted by the City.
Oversees the construction of projects. In a combined effort with the Public Works Inspector, holds regular meetings with the contractors to review the progress. Makes changes to the design once implemented as deemed necessary. Travels to the various construction sites to monitor the progress of the construction crews.
Ensures that City infrastructure and easements are preserved.
Represents the City by sitting on various boards and committees.
Development.

Works closely with engineering consultants, developers, contractors, city department heads, division managers and citizens to provide efficient and effective engineering for the city.

Reviews plans and specifications for city projects and new developments including checks for compliance with city standards and ordinances.

Reviews site plans and specifications for new developments, including businesses, and subdivisions; checks for compliance with ordinances and codes, property boundaries, sewer and water size, pipe requirements, structural standards and material requirements.

Responsible for excavation permits and subdivision bonding.

Manages all aspects of development-related City projects, including preliminary analysis, concept creation, obtaining approvals and required permits, design, bid documents, construction management, payment authorizations, change orders, and inspections.

Attends DRC and Planning Commission.
Master Plans and Impact Fees.

Responsible for the creation and updates to the master plans which include the following

utilities/departments:
drinking water, pressure irrigation, sanitary sewer, storm drain, transportation, Power & Light, airport, and parks.
Manages impact fees for eight utilities. Updates the impact fee facilities plan and impact fee analysis each year. Responsible for approving reimbursement requests and requesting payments each year. Responsible for performing traffic studies and calculating impact fees for various developments.
Traffic/Transportation.

Implements the Transportation Element of the General Plan. Manages transportation, traffic studies and models. Coordinates with the general public to address transportation concerns throughout the City.
Floodplain.

Serves as the Floodplain Manager, reviews development and any construction in flood zone areas. Works with the Utah State Floodplain Manager, FEMA, and Engineering Consultants on flood issues and map revisions. Inspects river for capacity changes, encroachment, and needed maintenance. Enforces the city's floodplain ordinance requiring Floodplain Permits and elevation certificates.
Storm Water Management Plan (SWMP).

Coordinates with the City Engineer to implement the Storm Water Management Plan.

Oversees the SWPPP Inspector to ensure all developments and construction meet the requirements of the Storm Water Management Plan and MS4 permit.

Miscellaneous Duties as Assigned.

Must be able to report to work on time as scheduled and abide by all city policies and procedures. Must work well with others and be a team player. Must be able to understand and follow oral and written instructions.
Must live within 30 minutes' travel time from Spanish Fork's city limits in order to respond to emergencies.
Perform other duties as assigned.
Applicants will be required to submit to a criminal background check and drug test.

CONDITIONS/PHYSICAL

AND MENTAL DEMANDS
Physical Demands.

Requires moderate to heavy physical activity. Required to push, pull or lift medium to heavy weights. Required to work in difficult working positions. May have to stand, walk, or sit in uncomfortable positions for extended periods.
Working Conditions.

Exposure to adverse weather conditions, hazardous materials, chemicals and fumes, and prolonged high noise levels. Often works in and around vehicular traffic.

May at times include exposure to high stress situations or environments, including contact with the public in confrontational or uncomfortable circumstances.

Hazards.

Occupational safety and health hazards may be encountered under controlled conditions. May be required to work unconventional work hours or shifts.

POSITION QUALIFICATIONS

Education:
Bachelor's degree in Civil Engineering.

Experience:

Five (5) years experience as a PE with increasingly responsible work as a civil engineer with a supervisory role.

Utah Professional Engineer (PE)

License:
Required.

Valid Driver's

License:
Required.

IS-100, IS-200, & IS-700 Certifications: Within one year of hire date.

Necessary Knowledge, Skills, and Abilities:

Thorough knowledge of the principles and practices used in civil engineering profession; thorough knowledge of modern methods and techniques utilized in the design and construction of public works projects; thorough knowledge of culinary water system development and management.

Ability to apply approved engineering methods and standards to the design and construction of public works projects; ability to make recommendations for solutions to a variety of engineering problems; ability to direct the work of others; ability to communicate effectively, verbally and in writing; ability to follow written and oral instructions; ability to establish and maintain effective working relationships with builders, contractors, property owners and other employees.

Must be able to deal with the public in a pleasant and courteous manner in all circumstances.
