Job Summary
The Director of Information Technology and Facilities leads the Information Technology resources of PCHC to ensure the technology and facilities needs of the organization and its customers are met with the highest rate of return, value, and satisfaction.
The position performs essential strategic, leadership, professional, operational, planning, analytical, and administrative duties in support of organizational activities and goals.
The Director of Information Technology and Facilities is responsive and accountable to key clinical, operational, and financial stakeholders and maintains productive relationships with external vendors and contracted support entities.
The position ensures projects and applications are implemented and maintained to support the vision, mission, goals, and operations of the organization by demonstrating personal initiative, sound judgment, project management and problem-solving skills.

Education/Experience/License/Certification
The position requires a bachelor's degree computer science, engineering or other technical major. A master's degree is preferred, but not required.
Four to six years of experience as a manager or director (or similar responsibility) in a health care setting is strongly desired.
Experience with NextGen practice management system and electronic medical record is desired. Experience with electronic medical record software is required.
Project Management experience or certification desired.
Valid driver's license and auto insurance as required by law.
Required Travel
Frequent travel is required including day-to-day local travel for business meetings, community events, etc., of which some may occur during evenings and weekends.

Knowledge of Microsoft Windows Operating Systems, Microsoft Office, Anti-Virus Software, Microsoft Exchange, Active Directory, VPN, PPP, Frame-Relay, Cisco Routers, TCP/IP Networking, and required.
Familiarity with computer coding and programming concepts as well as a range of operating systems and programs is preferred.
Ability to demonstrate a high level of patience and professionalism while working with employees across all departments in the organization who will have a varying range of computer competencies.
Ability to maintain a high level of confidentiality is required.
Essential Duties And Responsibilities

Ensure the function and activities of this department to embrace the philosophy, mission, values and Communicate with Heart service model supported by the Board of Directors of Pueblo Community Health Center, Inc.
Monitor and maintain Information Technology infrastructure and investment.
Develop, implement, and monitor system performance and maintenance schedules, coordinating efforts of IT Support Specialists and contracted IT support entities.
Engage with clinical, operations, and finance staff to address system problems and optimize IT hardware and software support for workflows.
Provide strategic expertise and management in the following areas: IT network hardware acquisition and upgrades, acquisition and adoption of new software, database development and reporting.
Serves as HIPAA Security Officer and is responsible for implementation and oversight HIPAA Security Plan.
Work with the Chief Operations Officer to develop and support various projects and initiatives involving Information Technology and Facilities.
Work with the Management and Director's Team to encourage sound practices for information technology application and operation.
Keep COO informed and aware of operational and other activities in the Departments.
Work as an advocate on behalf of the medical, operations, and finance staff to provide leadership on systems technology and development projects including assignment of resources necessary to organizational priorities.
Work with the Executive Team and senior leadership to enable knowledge-based decision making and identifies needs for information management and facilities planning.
Promote the highest level of customer service expectations throughout the organization by anticipating and responding to the health information technology needs of IT customers.
Work with the Executive Team and senior leadership to identify information system's needs, evaluate and recommend, and coordinate approval for equipment and software alternatives to improve current operations and meet future requirements.
Develop and maintain the annual Department budgets and oversee the fiscal administration and integrity of capital equipment, monthly account management and reports.
Responsible for establishing and maintaining performance measures for the IT Department including quality measures, operations monitoring, and resource allocation.
Initiate and oversee process improvement, forecast capital needs, and participate in strategic planning activities as the leader of the IT and Facilities Departments.
Assists in the translation of strategy into a realistic, clearly defined tactical plan.
