    1. CURRENT SYSTEMS / PROJECTS OVERVIEW
    The State of Connecticut is seeking to hire a Program Manager in the Department of Public Health (DPH) to help lead a multi-year transformation of the department's data and technology systems.

    Data is at the core of the CT Department of Public Health's operations. It has become apparent data drives how the Department understands what is happening on the ground, how it responds to community needs, and how it communicates to the federal government. DPH has many technology projects underway that are focused on improving data systems and additional projects being conceptualized to leverage the increased flow of federal dollars to assist in public health.

    Under the current vision, this position will be primarily responsible for overseeing the big picture of data transformation projects being planned across the Department, helping ensure strategic alignment, and supporting areas of DPH as they drive them to completion.
    1. SCOPE OF WORK
    The DPH Program Manager shall be responsible for leading the data modernization projects, supported by ~$118M of CDC ELC funding - with focus on:
    • Building a three-year technology roadmap, and transforming the Department's data systems.
    • Serving as a program/project controller with oversight of multiple projects to ensure their success, and alignment with federal expectations. "
    • Overseeing Department-wide assessments of technology and informatics, including the development of a DPH-wide data strategy.
    • Leading the coordination between stakeholders to strengthen the Department's data architecture and improve data quality through governance.
    • Partnering to break down silos and collaborate, coordinate and support efforts across Department sections.
    • Helping the Department to build a state-of-the-art public health information capability that can serve its overall mission of advancing public health.
    • Engaging stakeholders and leadership in Connecticut's public health data and information ecosystem, internally and externally, including the DPH IT and Informatics units; DAS / BITS; healthcare providers, local health departments, etc.
    . Specific Services Required
    • Initiate and set goals for program according to the strategic objectives of the organization.
    • Oversee the projects within the program from start to completion involving managing deadlines, milestones and processes.
    • Work with stakeholders to improve agency's use of data.
    • Leverage best practices in modern technology, data governance and decision making
    • Work with leadership to develop of overall program goals and outcomes.
    • Work with non-technical senior leaders within and outside agency to communicate and align technical, program, policy, and political priorities.
    • Create program roadmap.
    • Define Success Metrics for program efforts and track compliance.
    • Manage overall program budget and expenditures.
    • Establish governance model, policies and procedures to manage the program.
    • Conduct project assessments and identifies roles and positions needed.
    • Serve as escalation path for project managers.
    • Accountable for project managers performing project initiation, planning and execution
    • Comply with DPH policies and procedures.
    • Resolve deviations from the estimated schedule.
    • Review the monthly project status, acting on issues, actions and recommendation set forth in the Weekly Status Reports.
    • Attend, in person, critical meetings as determined by DPH. A schedule, as well as a regular time and format for these meetings, will be established.
    Knowledge, Skills and Abilities:
    • Program and project management experience.
    • Experience with data science & analytics workflows and/or data engineering.
    • Experience working with large-scale data-oriented teams.
    • Highly structured, a systematic thinker with self-sufficient analytical and quantitative skills to break down and sequence complex problems into a pragmatic, robust execution plan.
    • Manage initiatives, and collaboration with cross-functional partners to ensure awareness, agreement, alignment, and commitment for the Data Modernization.
    • Understand modern technical concepts (cloud, API's, etc) and have experience leading implementation across multiple software paradigms.
    • Ability to inspire teams to overcome challenges, solve problems, and remove obstacles to improve project outcomes.
    • Experience leading technology projects and cultural change in complex bureaucracies .
    • Familiarity with Public Health Data Systems.
    • Experience build coalitions.
    • Strong communication and interpersonal skills.
    • Ability to oversee a large and complex portfolio of technology projects.
    • Strategic planning experience.
    • Ability to unblock obstacles and drive teams to delivery.
    1. ADMINISTRATIVE CONSIDERATIONS
    Contract Timeline and Work Schedule: DPH expects to engage the local consultant as soon as the paperwork is processed. All work will be performed in eight (8) hour shifts, 5 days per week, between 7:45 AM and 5:30 PM Eastern Standard Time,Monday to Friday, excluding State holidays and furlough days.

    Term: The initial duration of the engagement is two years. Payment will be on a time and material basis, and the Department shall only be billed for hours worked. Should there be restrictions or changes in budget, DPH reserves the right to modify the scope or terminate the agreement.

    Telework: Consultant may be approved for partial telework, if approved by their hiring manager. All work performed remotely shall be done so in accordance with DPH's telework policy. The Department reserves the right to deny, or revoke telework at any time without cause.

    Deliverables: The descriptions under "Scope of Work" form a guide to the anticipated work, as it is currently envisioned. These tasks may be adjusted, reduced, or expanded as the project progresses through various phases. The consultant(s) shall be expected to maintain and provide written documentation on any work performed in conjunction with this engagement.

    State Resources and Oversight: The State will provide support and guidance to the consultant(s) selected for this project. manager will be responsible for coordination of resources and services with consultant.

    Security/Privacy Considerations: Information accessible by the consultant(s) may be sensitive, confidential or subject to the Privacy Act and/or HIPAA. The consultant(s) must be familiar with and comply with the provisions of appropriate regulations and/or instructions. Signing of a confidentiality agreement and taking the mandatory DPH security and compliance online training will be required. The display of an access badge will be required at all times that the consultant(s) is present in the facility.
