DESCRIPTION
Under direction of the Assistant Manager of Warehouse, the Mailroom Clerk II, Lead sorts and distributes incoming and outgoing mail, packages, and confidential materials including board packs and records. The Mailroom Clerk II, Lead provides general direction to Mailroom Clerks, temporary and part-time employees, and provides job skills training for assigned students in special educations programs on mailroom operations.
MINIMUM QUALIFICATIONS
A combination of education and experience may be considered.
Education:
- High School Diploma or GED equivalency .
Experience:
- Three (3) years of experience working in a logistics or mailroom environment.

Education:
- Associate's degree from an accredited college or university.
Experience :
Three (3) years of mailroom operations experience in a Prek-12 school system setting.
Experience utilizing and operating web-based package tracking systems.
Experience operating mail metering equipment.
Experience applying/executing USPS code and regulations and UPS/ Fedex signature and package control procedures.
ESSENTIAL POSITION RESPONSIBILITIES

Serves as Mailroom lead and provides general direction to Mailroom Clerks, part-time, and temporary employees within assigned scope of work.
Sorts and distributes incoming and outgoing mail, packages, and confidential materials including board packs and other confidential records.
Coordinates the pickup and delivery of items and packages with the Logistics Center, receives and tracks all packages.
Serves as administrator and operates the IMS5000 Mailing Meter and assist schools/offices with sending certified return receipts, priority mail, tracking, and UPS small package shipments.
Serves as administrator and operates the Web Tracking System (WTS) to track packages (FedEx, UPS, USPS, Staples, Office Depot, etc ).
Provides guidance and direction to assigned students in special education programs. Teaches assigned students job skills in mailroom operations and adheres to student IEPs to support success in the program.
Answer phones, provides customer service, prepares correspondence, and maintains files and related mailroom records.
Assists with special projects and assignments as needed.
Maintains mailroom budget, creates purchase orders, and manages contract renewals for mailroom equipment and software.
Creates, updates, and purges contacts in mailroom excel database of current HCPSS Central Office Staff and vendors.
Process accurate deliveries of US Mail and interdepartmental/interoffice mail, palletized freight, small packages, and all other deliveries throughout Central Office.
Obtains recipient signatures utilizing the WTS to confirm delivery and to provide tracking details .

Computer proficiency with the ability to navigate Microsoft Office Suite and Google Suite .
Ability to solve problems , maintain equipment, and update software for optimum reliability.
Utilize patience and professionalism when dealing with all staff and customers.
Ability to utilize Mailroom software and equipment.
Knowledge of USPS code and regulations and UPS/ Fedex signature and package control procedures .
Ability to resolve issues and conflicts with employees in a timely manner .
Ability to operate appropriate various technology related equipment, track and monitor deliveries, maintain positive communications and interaction with Central Office, schools and mailroom employees for their mailing needs, time management skill, verbal and written communication, and attention to details.
ADDITIONAL REQUIREMENTS
Physical Requirements
Requires extensive walking, stooping, pushing, carrying, climbing, bending, and lifting.
Ability to pick up, carry and handle tools, materials, and equipment of 5 0 to 75 pounds.
Ability to stand, walk, sit, bend, squat, kneel, climb use arm, and hand movements and reach above shoulders for long periods of time.
Working Hours
The duty day for this position is 8 hours including a thirty-minute duty-free lunch.
This position is classified as "essential" and may be required to report on inclement weather events or when Central Office is closed. Accepting this position would require that you meet these requirements during your tenure with HCPSS.

SELECTION CRITERIA
Applicants who meet the minimum qualifications will be included in further evaluation. Interviews will be limited to those applicants who, in addition to meeting the basic requirements, have experience and education which most closely match the position qualifications and the needs of the school system.

EMPLOYMENT INFORMATION
Compensation
This is a 12 -month per year position in the Howard County Education Association, Educational Support Professionals (HCEA-ESP) employee unit. The current salary range for this position is Grade 8 on the Secretaries and Assistants salary scale. Step placement will be in accordance with the salary procedures of the Howard County Public School System and the HCEA-ESP Master Agreement which considers relevant prior experience . Under the Fair Labor Standards Act, this position is not exempt from overtime.
Retirement
Membership in the Maryland State Retirement Agency (MSRA) pension plan is a mandatory condition of employment for all employees who meet the eligibility and membership criteria defined in the State Personnel and Pensions Article and the Code of Maryland Regulations (COMAR). A qualifying employee cannot reject membership, nor can an ineligible employee elect membership. The annual contribution to the pension plan will be 7% of an employee's annual salary .
