    Brief Description

    Assists with contracts, overseeing, monitoring, and administering contracts awarded by the Community Supervision and Corrections Department (CSCD) to ensure compliance with all contractual terms and County, state, and federal regulations.

    Also oversees specialized programs. Assists JTC staff with position placement and curriculum development.

    Detailed DescriptionDevelops, administers, and coordinates contracts and contract exhibits which state the services to be provided and contractual standards to ensure that CSCD requirements and regulatory program requirements are met; coordinates department or division contract development process.

    Assist with coordinating, facilitating, and administering the request for proposal (RFP) and request for bid (RFB) process; attends pre-bid conferences or public hearings to provide information and guidance to potential contractors on the CSCD's contracting process and requirements; coordinates the agenda process for contracts requiring CSCD Commissioner approval.

    Conducts on-site visits to agencies or project sites to monitor compliance with CSCD contractual agreements.

    Prepares and reviews addendums, extensions, and Memorandums of Understanding (MOUs) for compliance with the CSCD's procedures; maintains file of contract and MOU documents.

    Advises and coordinates with contractors, subcontractors, or outside agencies on reporting requirements, reimbursement procedures, budgetary controls and other issues to ensure compliance with the contract terms and applicable regulatory requirements as directed.

    Assists with reviews of program and financial records of contracted programs or projects to ensure compliance with contract specifications; acts as the liaison for Purchase Orders, Contract Extensions, and Contracts for the buyers.

    Develops and implements contract tracking methods to provide information to CSCD management on expenditures, minority participation, work schedules, vendor performance, contract action dates, insurance obligations, and other data; tracks proposals and the selection process.

    Prepares requisitions to create purchase orders for goods and services. Obtains and prepares information pertaining to open records requests. Provides inventory counts at JTC and other department sites.
    Reviews financial eligibility documentation for eligibility for indigent and grant-funded services. Audits medication counts and medication records at the JTC and summarizes findings. Audits work orders at the JTC for repairs and services requested through Dallas County Facilities. Responds to emails and phone calls for inquiries and complaints regarding vendor services. Reviews and authorizes payment vouchers from contractors; monitors vendor payments.
    Conducts CSCD site visits to monitor inventory related to urinalysis testing.
    Manages JTC security staff; create and monitor work schedule(s) for security staffPerforms other duties as assigned.
    Job RequirementsMust have 5 years of experience in contract development/compliance, inventory management, purchasing, accounts payables, or other related experience.

    Bachelor's degree conferred by an accredited institution of higher learning in one of the following fields:
    Criminal Justice, Law Enforcement/Police Science, Sociology, Criminology, Human Services, Development, Corrections, Public Administration, Counseling, Psychology, Law/Pre-Law, Social Work.

    Eight (8) years' experience as a Community Supervision Officer in Adult Probation, Juvenile Probation or a related Criminal Justice field.

    Applicant must hold a current certification as a Probation Officer by the Texas Department of Criminal Justice-Community Justice Assistance Division (TDCJ-CJAD).

    Applicant must have a minimum of three years of continuous supervisory experience as a facility or assistant facility director. TDCJ-CJAD residential certification and PREA certification preferred. Applicant must possess a valid Texas Driver's License. Applicant must pass and maintain a favorable criminal background check. Beginner to intermediate proficiency level in the use of MS Word, Excel, PowerPoint, etc.

    Ability to input and retrieve data and information using various vendor software systems to obtain and analyze data, County systems and e-mail systems.

    Ability to work effectively under sometimes stressful and emotion-charged conditions. Ability to use considerable awareness, judgment, poise and tact when performing tasks and resolving issues. Ability to adapt to changing priorities and expectations.

    Ability to understand and follow written and verbal instructions, organize and process work and maintain effective working relationships with employees, departments and the general public.

    Ability to effectively communicate, both verbally and in writing. Must pass an extensive background check. Performs work inside a standard office environment.

    May require prolonged sitting, standing, walking, and the ability to lift files, boxes, and other materials up to 15 lbs., unassisted.

    Visual acuity, speech and hearing; hand an eye coordination and manual dexterity necessary to operate a computer keyboard and basic office equipment.

    Subject to sitting, standing, walking, reaching, twisting, and handling to perform the essential job functions. Working conditions are primarily inside a residential facility environment.

    Individual may work some outdoors with some travel required; comes in contact with criminal and civil courts, courthouse personnel, law enforcement and community agencies.

    Work with individuals who may have been convicted of felony and/or misdemeanor offenses.

    Individual may have daily contact with the public, outside agencies and support networks concerning services and rehabilitation treatment services available to residents.

    Individual will work in the proximity of some residents who could be considered dangerous. This person may be required to work more than 40 hours during the work week. This person is required to be on call 24 hours for defined emergencies.
