    Description

    Under direction of the Community Engagement and Improvement (CEI) Division Leadership, the Temporary Administrative Support Staff - II is a professional located within the City of Detroit Housing and Revitalization Department. The Community Health Corps (CHC) Program Manager (Administrative Special Services II) ARPA manages specific resource navigation workflows, each of which contributes to the sustainability of the Community Engagement and Improvement Division, day-to-day operations, and/or to specific programmatic pipelines. Often supervising a staff of Community Health Corps Case Managers and/or working independently, the CHC Program Manager works to guarantee the effectiveness of the workflow under their purview. The CHC Program Manager requires nominal supervision and direction, identifying and implementing process changes and staff modifications in order to ensure the success of internal functions and external subrecipients and partners.

    The City of Detroit Housing and Revitalization Department's Community Engagement and Improvement Division looks to address city-wide housing insecurity with resource navigation assistance. CEI is structured to meet a broad range of housing needs faced by residents, through an internal continuum of services As a participants household needs change, so does the type of services available to them within the program.

    Examples of Duties

    + Oversee a network of partnerships within targeted resource areas, including but not limited to property tax resources, employment, adult education, transportation and case management

    + Oversee a database of departmental and organizational referral partners for the purpose of referring to the program for intake, using MOUs where needed in order to establish pathways and track outcomes

    + Developing and managing case management staff

    + Facilitate training and development opportunities during formal and informal check-ins and meetings

    + Assign work and supervise a team of Case Managers

    + Analyze and evaluate, on a quantitative or qualitative basis, the effectiveness of program operations in meeting established goals and objectives.

    + Develop cost analyses of projects within their purview or performs cost benefit or economic evaluations of current or projected programs

    + Utilize data collection and analysis techniques to evaluate individual programs and/or individual staff performance; submits oral and written reports to management personnel for their consideration and decision-making.

    + Receive from Departmental Financial Services financial and financial-related information to perform analysis of program effectiveness.

    + Research and investigate new or improved business and management practices for application to agency programs or operations.

    + Develop new or modified administrative program policies, regulations, goals, or objectives.

    + Initiate or recommend that an audit be performed.

    + Review audit and investigative reports to determine appropriate changes or corrective action required.

    Minimum Qualifications

    Qualifications (required):

    Bachelor's degree from an accredited college or university, with major course of work in business administration, public administration, public policy, economics, finance, accounting, urban studies, information technology, or a closely related field.

    Minimum of five (5) years of professional experience involving the systematic review, analysis, interpretation, and evaluation of grants, housing development, or other financial data.

    One (1) year experience in a supervisory capacity over program analyst professionals or supervisors.

    Equivalent combinations of education and experience may be substituted to meet the education and experience requirements of this position.

    Qualifications (preferred):

    Minimum of three (3) years of professional experience involving the systematic review, analysis, interpretation, and evaluation of grants, housing development, or other financial data.

    Three (3) years of experience in a supervisory capacity over program analyst professionals or supervisors.

    Masters degree in one of the above fields.

    Knowledge, Skills, and Abilities

    Knowledge of health, social, human or housing services delivery experience.

    Excellent written and verbal communication skills.

    Expert skill in customer service.

    The City of Detroit is pleased to continue to provide a medical plan option to our Administrative Special Services Employees for the 2020 plan year. This plan is provided by Blue Care Network of Michigan and utilizes their PCP Focus Network. This plan provides you with the opportunity to receive an enhanced level of benefits and pay less out of your paycheck for your medical plan. There are two important requirements that you should consider and understand if you should decide to enroll in this plan. You will have to choose a primary care physician that serves within the PCP Focus network. This primary care physician coordinates your care. The network includes over 22,000 Primary Care Physicians. There are also Wellness Requirements that you (the subscriber) must meet in order to remain in the enhanced level of benefit.

    Administrative Special Services Staff (Exempt) are eligible for the following benefits:

    + CURRENT SICK LEAVE Granted (3) months of continuous service. (1) day per month, not to exceed (12) days per year.

    + VACATION Granted (1) day per pay period, not to exceed 20 days per fiscal year

    + PAID HOLIDAYS Granted if paid for 600 straight time hours in the (12) months prior to the holiday

    + MILEAGE REIMBURSEMENT - Granted on same basis as regular employees.

    + WORKERS COMPENSATION Covered by applicable laws.

    + UNEMPLOYMENT COMPENSATION - Covered by applicable laws.

    + HOSPITALIZATION You are eligible to purchase healthcare benefits for yourself and your dependents under a group rate. You will be responsible for the full premium, no employer contribution will be applied. Please review the Health Care Plan Options Booklet for more detailed information.

    Administrative Special Services Staff (Non-Exempt) are eligible for the following benefits:
