    Description

    This role requires relocation to Doha, Qatar for a project lasting around 12 months. It's an on-site position.

    We're looking for an experienced Senior Advisor specializing in Healthcare Data and Standards to spearhead national initiatives related to defining and developing eHealth data strategies, interoperability standards, a national information model, and data governance structures within the healthcare sector. This critical position entails strategic collaboration with the Ministry of Health to establish and execute robust data policies and governance frameworks that will influence the future of healthcare data management and exchange.

    Key Responsibilities:

    • Lead the development and implementation of national healthcare data strategies, policies, a national information model, and data governance frameworks for the Ministry of Health.
    • Design and advocate for the adoption of healthcare data interoperability standards, including frameworks like FHIR (Fast Healthcare Interoperability Resources).
    • Drive the establishment and upkeep of a national information model to ensure consistency and interoperability across all health data systems and platforms.
    • Guide the integration of coding and terminology standards within healthcare data systems to enhance data consistency and quality.
    • Oversee the establishment and management of enterprise-level data warehouses, ensuring scalability and security of data storage and retrieval systems.
    • Chair and lead national data governance committees, establishing data governance policies and practices to ensure data integrity, privacy, and compliance.
    • Collaborate with stakeholders across the healthcare ecosystem to facilitate effective data exchange and system integration.
    • Provide strategic leadership in utilizing EMR, HIE, and population health systems to enhance clinical outcomes and operational efficiencies.
    • Monitor emerging trends and technologies in healthcare data management to adopt best practices and innovative solutions.

    Qualifications:

    • Advanced degree in Health Informatics, Computer Science, Public Health, or related field.
    • At least 15 years of experience in healthcare data management, focusing on data standards, policy development, information modeling, and data governance.
    • Experience within the US healthcare industry.
    • Expertise in healthcare interoperability standards such as FHIR, and familiarity with coding and terminology standards like SNOMED CT, CPT, LOINC, and ICD-10.
    • Track record of leading data policy development, information modeling, and data governance initiatives at a national or large-scale organizational level.
    • Extensive experience with healthcare data systems, including EMR, HIE, and population health management tools.
    • Expertise in managing enterprise data warehouses with a focus on security, compliance, and efficiency.
    • Strong leadership skills with the ability to drive change and influence healthcare policy and practices nationally.

    Preferred Skills:

    • Experience working directly with government bodies or health organizations.
    • Analytical and problem-solving skills, along with excellent communication and presentation abilities.
    • Program management and stakeholder engagement capabilities.
