    This is a Full-Time 40-hour weekly position with the Bureau of Human Resources and Administration - Division of Human Resources.

    We are seeking a Human Resource Manager to help build an exceptional workplace for state employees.

    In this role, the Human Resource Manager will provide human resource partnership and support to the South Dakota Department of Corrections and their executive management team on a full range of HR services, including staffing, employee relations, legal compliance, total rewards, and workforce planning.

    This position supervises a team of Human Resource professionals to include Generalists and Specialists.
    Responsibilities Include But Are Not Limited To
    serving as an internal consultant to the Department of Corrections on people and organizational and managerial issues;
    analyzing trends and patterns within agency and raises awareness of HR implications;
    assessing the need for talent in relation to business changes;
    proactively recommending HR strategic and tactical plans to support agency goals;
    advising management regarding state government policies and procedures;
    resolving employee relations issues using sound judgment and a win-win, solution–oriented approach;
    facilitating organization and leadership development efforts; and,
    acting as a change agent, identifying opportunities to improve organizational effectiveness.
    Must Have

    The Ideal Candidate Will Have:
    excellent customer service skills;
    the ability to develop effective partnerships at all levels within the organization to function as a strong business partner;
    excellent communication skills, both verbal and written; and,
    working knowledge of laws/regulations related to human resources, including but not limited to: EEO/Affirmative Action, FLSA, FMLA.
    Preferred Qualifications
    BS or BA in HR or related field;
    3-5 years experience in HR with a heavy focus on Employee Relations;
    Human Resource certification.
    Working Knowledge Of
    most HR functions and relevant laws and regulations;
    competency-based human resource applications.
    Skill To
    effectively influence, negotiate, resolve conflicts, and coach managers & employees.
    Ability To
    use tact, diplomacy, discretion, and to handle highly confidential information;
    partner with Senior Leadership on planning and implementation of strategic goals;
    establish credibility, trust, and partnership at all levels of the organization;
    supervise Human Resource professionals at the specialist and generalist level;
    prioritize tasks and to delegate them when appropriate;
    influence, change thinking, or gain acceptance from others in sensitive situations without damaging relationships; and,
    work collaboratively in a team setting and provide leadership.
