- Provide development analyses and assessments in support of effective management of the cyber investment portfolio; develop policy, identify/recommended policy improvements related to the cyber mission area
- Support enforcement and assessment of compliance with DoD guidance, mandates, and standards, technology insertion performance, scalability and interoperability
- Analyze and identify opportunities for technical and non-technical solutions
- Develop positions and courses of action impacting cyberspace operations across the Department
- Develop and apply cost models to evaluate and assess investment portfolio decisions or courses of action
- Develop and propose methodologies and courses of action (COAs) to characterize and quantify return on investments
- Perform management of task completion actions within the directorate to include quality control of staffing packages, task assignment, support of training related to staffing actions, management of the staffing process, and engagement scheduling activities
- Top Secret/SCI clearance required at date of hire
- Experience in Cyber /IT Portfolio Analysis (2+ years preferred)
- Experience with Total Cost Models and Analyses for Cyber and IT systems
- Understand DoD PPBE System
- Experience in Portfolio management
- Basic knowledge of missions, roles and responsibilities, and relationships across the Department of Defense
- Basic knowledge of the relationship between requirements, acquisition, and budgeting processes
- Basic knowledge of existing DoD budget and reporting processes and systems
- Experience working with/on OSD, Joint Staff, or Service level staff
- Excellent interpersonal and communication skills
- Strong understanding of various technologies
- Excellent documentation skills
- Fundamental analytical and conceptual thinking skills
- Competency in Microsoft applications including Word, Excel, Visio, and Outlook
- A track record of following through on commitments
- Excellent planning, organizational, and time management skills
- A history of supporting successful projects
