    Summary The primary purpose of this position is to serve as a Senior Tax Specialist in the Office of the Assistant Secretary (Tax Policy).

    Incumbent will perform duties in the Office of International Tax Counsel, who assists the Secretary and the Assistant Secretary (Tax Policy) in providing advice and technical expertise for the Treasury Department with regard to tax legislation, regulations and rulings.

    This position is used to bring senior level accountant expertise to the Office of Tax Policy.

    Responsibilities Independently detects, identifies, and analyzes the practical accounting implications of proposals (in law, regulations or rulings) to modify Federal tax provisions.

    The incumbent has significant experience in Federal taxation, with a specialty in International taxation.

    Incumbent is responsible for guidance related to cross-border M&A, inversions, previously taxed earnings and profits, corporate alternative minimum tax, and stock buyback excise tax.

    Independently identifies provisions of the Internal Revenue Code requiring administrative guidance to simplify or enhance their implementation and administration.

    Reviews and revises and assists in the International Tax Counsel's direction of staff review and revision of, administrative guidance projects, including regulations and revenue rulings, to ensure the Department's policies are incorporated into such guidance.

    Attends meetings with senior officials of the Treasury and other agencies, staff of Congressional Committees, State and local governments, taxpayer and legal associations and interest groups, and interested taxpayers and tax practitioners to ascertain their positions with respect to tax legislation, administrative guidance, and other tax policy matters and to present and promote the Department's view on such matters, issues, and projects.

    Independently drafts proposed tax legislation to meet the operating needs of the Department.

    Focus on legislation and other new tax policy issues that are based heavily on accounting concepts which requires specialized technical expertise Assists the International Tax Counsel in the development and implementation of specific legislative, administrative guidance, and treaty projects.

    MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit a written narrative that addresses each of the MTQs separately. The narrative must not exceed one (1) page per MTQ.

    Applicants who fail to adhere to the one (1) page per MTQ limit will be disqualified and no longer considered for the position.

    In addition to the ECQs, applicants must possess the following technical qualifications that represent the knowledge, skills, and abilities essential to perform the duties and responsibilities of the position.

    You must fully address each MTQ to be rated for further consideration.

    MTQ 1:

    Comprehensive and in-depth knowledge of the field of international taxation, and outstanding ability to analyze international taxation issues from an accounting, tax policy, and general public policy standpoint, including knowledge of international tax rules and regulations (including cross border M&A, inversions, previously taxed earnings and profits, and the corporate alternative minimum tax), fiscal transparency provisions in U.S.

    and foreign law, and the interests of the United States in tax policy negotiations in international organizations.

    MTQ 2:
    Comprehensive understanding of the administrative guidance process, including the relationship between Treasury and the Internal Revenue Services.

    Significant experience detecting and analyzing the practical accounting implications of proposals to modify the Internal Revenue Code (IRC) and providing insights on such proposals.

    Education This job does not have an education qualification requirement.
