    Position Description
    *This posting is restricted to current City of Minneapolis employees*
    Supervise Code Compliance Specialist (Traffic) positions engaged in controlling motorized and pedestrian traffic at assigned sites or patrolling an assigned district, monitoring parking meters, nuisance violations and writing citations for violations of parking regulations, and performing related duties.

    Work Location: This position currently works on-site only.

    Job Duties and Responsibilities

    Supervise, coordinate, schedule and assign the activities of staff in varied and flexible shift assignments, based upon events and City requirements, seven days a week, in three shifts, or special event overtime assignments, taking responsibility for performance levels.
    * Conduct and/or oversee the training and development of employees following statutory and ordinance parameters, traffic safety objectives and obtaining parking compliance, including in the areas of enforcement, traffic control, vehicle procedures, T3 procedures, area assignments, area maps uniforms and safety.
    * Train and evaluate subordinates on use of technology as it pertains to multi-space meter/pay stations, ticket writers, and iPad protocols for responding to 311 complaints, calling tows electronically and ongoing office record keeping and documentation.
    * Train and evaluate subordinates in City, Departmental, and Divisional policies and procedures.
    * Perform research and analysis and produce procedures, training manuals and forms.
    * Train employees from other departments assigned to do traffic control and enforcement duties, including employees from Public Works, Police, Fire, and outside the City from Highway Patrol and Metro Transit.
    * Train and assist Code Compliance Specialist (Traffic) in educating the public regarding laws, policies and procedures out in the field.
    * Assist Code Compliance Specialist (Traffic) with parking enforcement issues when interpreting parking ordinances, or communicating with customers in the field.
    * Supervise staff while operating patrol vehicles (cars, bicycles, T3's), using two-way radios to keep in contact with subordinates, inform dispatch of any circumstances that may require Police or emergency assistance, and keep management informed.
    * Train and assist Code Compliance Specialist (Traffic) in relaying information to other City departments, particularly when resolving problems out in the field.
    * Schedule staff in Work Force Director and assist management in scheduling the Field Supervisors.
    * Manage time off requests, overtime requests and training schedules using Work Force Director.
    * Assign and post overtime required for special events.
    * Coordinate court trial assignments, communicating with court administrator to ensure Staffs' availability for court dates; update internal court calendar for staff and notify staff via email and Work Force Director.
    * Prepare Administrative Citations; prepare cases and files for administrative court procedures, appear at hearings and present cases.
    * Prepare and process payroll data bi-weekly for submission and review by management.
    * Draft weekly productivity data reports of assigned Agents.
    * Prepare and present employee performance appraisals, and maintain appropriate documentation during employee probationary periods.
    * Early shift supervisor makes daily assignments, including updates, and conducts roll call to the 0700, 0800, 0930 shifts and relays any pertinent information of the day.
    * Assist Office Support staff with dispatching 311 complaints, Reallocate Open and Self-serve 311 complaints; supervise dispatch and reallocate 311 cases on weekend shifts.
    * Assist Office Support staff in ordering requested tows, verifying scofflaws, data entry and filing to ensure continuity between street enforcement activities and office documentation.
    * Investigate permit and/or license plate fraud or misuse.
    * Investigate obstruction permit violations and document.
    * Investigate and resolve seasonal snow complaints, including alleged illegal snow dumping complaints and document.
    * Monitor the use of City promoted car sharing programs and the parking facilities associated with them.
    * Interact with other City Departments to expedite pedestrian and vehicle traffic safety in real time while supervising staff at large events.
    * Represent Traffic Control on Regulatory Services committees, City-wide committees, and community involvement activities; serve as department liaison at community engagement functions.
    * Respond to staff accident and injuries follow-up, document appropriately and communicate with appropriate management and other entities.
    * Assist in resolving issues with the Cal/Duncan hardware/software equipment, including investigating, trouble-shooting and reporting issues to IT.
    * Represent management on Safety Committee and Uniform Committee; report and inform staff of uniform policy updates and/or safety policy updates.
    * Manage special assignments from Traffic Control management to support results-based management, including end-of-the-month reports, Traffic Control charts, weekly team reports, weekly TCII reports; and dashboard data for Regulatory Services Director.

    Working Conditions: Work in the Field and Office.


    Required Qualifications

    Minimum Qualifications:
    One Year Post High School Work

    Minimum Experience:
    Three (3) years of experience which includes exposure to law enforcement, parking enforcement, dealing with violators, and with the administrative citation process, and/or the Court System, and experience working with parking and traffic control technology

    Licenses/Certifications:
    Valid Driver's License
    First Aide Training

    Desirable Qualifications - Language
    Bilingual skills in Spanish, Somali, Amharic, Oromo, Hmong, Vietnamese and/or Lao.

    Desirable Qualifications - Cultural competency
    Ability to relate and work effectively with people from diverse cultural, economic and ethnic backgrounds.

    Selection Process
    The selection process will consist of one or more of the following steps: a rating of relevant education and experience (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. Only those candidates who attain a passing score (80%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

    The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title.     Eligible List Statement
    The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire one month after it has been established.

    Interview Selection
    The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list.     Knowledge, Skills and Abilities

    Knowledge of parking and traffic laws, snow plowing/ shoveling, taxi cab ordinances. Street use
    * Obstruction permits, zoning and right of way ordinance related to street use.
    * Knowledge of towing statutory requirements.
    * Supervisory knowledge and the ability to delegate effectively.
    * Good knowledge of police department policies and procedures.
    * Knowledgeable of US Secret Service motorcade security procedures.
    * Strong traffic control skills.
    * Ability to be objective, fair with good leadership skills.
    * Strong interpersonal skills.
    * Ability to interpret legal requirements and enforce ordinances.
    * Ability to learn and effectively use various technological aids, such as street traffic cameras, Excel, Word, data analysis, 311 software, I-pad, towing application, City GIS mapping.
