    Northrop Grumman Aeronautics Systems is looking for a Senior Principal Systems Engineer to support the Product Support Integrated Product Team (PSIPT) as the Proposal Lead in Rancho Bernardo, CA. This is a hybrid role.

    The selected candidate will perform cost estimating/pricing related duties and analysis in accordance with request for proposal (RFP) specifications and in compliance with regulatory requirements. They will coordinate with functional departments to facilitate the collection and accumulation of technical statement of work, cost, scheduling, and performance elements to submit a timely response to incoming request for proposals (RFPs). The candidate will need to research and analyze historical data and develop cost models to support proposal efforts as well as exercise an advanced understanding of the technical scope. Additionally, the selected candidate will coordinate activities and participates in fact-finding meetings, pricing reviews, and contract negotiations with management and customer representatives.

    • Lead and execute proposal efforts for the Product Support IPT to ensure an on time delivery of high quality, FAR compliant, and customer responsive proposals.
    • Defines and communicates proposal requirements and responsibilities to BOE writers, functional areas, and support organizations.
    • Collaborate closely with functional team BOE writers/estimators to ensure comprehensive understanding of the Statement of Work, ground rules and assumptions, and risks/opportunities within the proposal.
    • Work closely with the proposal development team, including Pricing & Estimating, to prepare, review, and finalize proposal inputs for the Product Support IPT.
    • Summarizes and presents detailed information in internal management reviews, customer fact-finding meetings, and negotiations as the front line representative for the Product Support IPT.
    • Support initiatives to improve proposal management process, tools, and documentation.
    • Highly organized, detail oriented and self-motivated with demonstrated abilities to prioritize work and meet tight deadlines.
    • Team player with strong interpersonal, written, and verbal communication skills; ability to present concepts and recommendations to all levels within the organization.
    • Demonstrated ability to think analytically, solve problems and convert complex data to actionable information.
    • Detail oriented, but able to understand the big picture.

    Basic Qualifications:

    • Must have a Bachelors of Science degree in a STEM discipline AND 9 years of related professional / military experience to include a background in Engineering OR a Master's degree AND 7 years of related professional / military experience to include a background in Engineering OR a PhD degree AND 4 years of related professional/military experience in Systems Engineering
    • Experience with writing and quality checking Basis of Estimates (BOEs).
    • Excellent communications skills, including the ability to present and brief technical data to all levels of leadership within the organization and U.S. Government.
    • Must be able to obtain and maintain DoD Secret Clearance.

    Preferred Qualifications:

    • Familiarity with Triton and RQ4 systems.
    • Familiarity with Product Support Integrated Product Team (PSIPT) with knowledge of our technical disciplines and each respective standard Statement of Work (SOW).
    • Earned Value Management and/or Pricing and Estimating experience.
    • ActiveDoD Secret Clearance.
    Salary Range: $133,000 - $199,600
    The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
    Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
