    The Tribal Recruiter's responsibilities include sourcing cleared and non-cleared professionals for government proposals, task orders, and awarded contracts.

    Sourcing methodologies include conducting specialized Boolean searches, utilizing resume databases, and professional social media sites, and conducting internet research to identify individuals who possess specific skill sets and clearances per the government's requirements.

    The Tribal Recruiter will conduct heavy sourcing, candidate outreach, monitoring staffing needs, and creating a pipeline of candidates to ensure the success of all submitted proposals and awarded contracts.

    To be successful in this role, this individual should combine knowledge of sourcing techniques and research skills with excellent verbal and written communication skills.

    Primary Focus


    The Tribal Recruiter drives all hiring initiatives with the Confederated Tribes of the Umatilla Indian Reservation Members (CTUIR), while looking for opportunities to increase community engagement and being a proven and trusted recruiter with the ability to embrace and celebrate the culture, ethnic diversity, and community values of Cayuse and its Subsidiaries.

    This role is a recruiter first, as well as a staffing community relations liaison. All duties and responsibilities performed in accordance with the Core Values of Cayuse.

    Job Responsibilities


    Develops a strategic plan for how to improve tribal hiring, including brand improvements, while bolstering Cayuse's reputation in the Tribal community as a viable long-term employer.

    Works with Cayuse recruiters to proactively propose Tribal candidates for open positions while advocating for their candidacy.

    Partnering with Recruiting, Humam Resources, Executive Leaders, as well as the CTUIR workforce director, on position guidance that aligns with the skills and career interests of tribal members.

    Networks and engages in the tribal community; focusing on CTUIR to improve brand, building, and maintaining a pipeline of viable interested candidates.

    Completes Targets/Goals to fill open positions with Tribal members.

    Partner with executives to understand forecasted (6-month,12-month) skill and labor demand for project work that can be performed at the Pendleton center.

    Works with the CTUIR workforce development department and other Tribal staff to align skill building activities and learning opportunities.

    Seeks meaningful opportunities for local community sponsorship to get the Cayuse brand front and center with prospective hires; works with Cayuse leadership to select and process sponsorship and donation opportunities.

    Participates in job fairs and related events representing all of Cayuse and its subsidiaries.

    Works closely with Cayuse leadership and the Cayuse training director to shape the future of the apprenticeship program as well as leadership/succession planning.

    Identifies proper marketing initiatives and opportunities including localized job boards, radio advertisements, flyers, and other medias that would generate interest in Cayuse.

    Collaborates with internal and external stakeholders to build and foster productive relationships to identify core priorities for process and policy improvement, program development, and partnerships for funding.

    Works with the CTUIR to align community service and training initiatives that will improve the marketability of candidates such as resume workshops, effective interviewing skills, and mock interviews.

    Follows up with tribal candidates while providing a "white glove" approach to recruitment.
    Other duties as assigned.

    Minimum Job Skills And Qualifications

    Minimum Qualifications:

    4 years of service industry, customer relations, community relations and/or HR/Recruitment experience.

    Must have strong desire and passion for improving the employment and developing skills for the CTUIR and other Tribal communities.

    Must have knowledge of Tribal hiring preference.
    Must be actively enrolled member/citizen of the CTUIR.
    Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.


    Minimum Skills:
    Proven track record of meeting deadlines and ability to work with minimal supervision.
    Willingness to participate in Public Speaking events.
    Cayuse is prepared to put candidate through training curriculum to teach the recruitment processes and tools.
    Must be proficient in MS Office, Word, Outlook, PowerPoint, and Excel
    Strong oral and written communication is a must.
    Passion for advancing the career interest of CTUIR members is a must.

    Director of Recruiting

    Working Conditions

    This is a hybrid role.

    The position may require time spent in the field including CTUIR events, working at CTUIR offices, Cayuse Pendleton offices, and or different sites to conduct workshops or attend local and regional meetings.

    Must be able to set-up, tear down exhibit materials at events, job fairs.
    Must have a dependable vehicle with ability to haul job fair materials (banners, tablecloths, folding table, give-a-way gifts)
    Must be physically and mentally able to perform duties for extended periods of time.

    Ability to use a computer and other office productivity tools with sufficient speed to meet the demands of this position.

    Must be able to establish a productive and professional workspace, when working from home.
    May be asked to work events on non-working hours including weekend and/or nights.
    May be asked to travel for professional development, training, or job fair related purposes.
